U.S. Emergency Alert System being tested often, everywhere

Recent FCC changes include rules to allow for national EAS testing and data collection from such tests.

DATELINE ZERO — The Emergency Broadcast System has been testing the alert program with increasing frequency in recent days. While it’s only being reported locally in various places; the larger scope of the tests has not gone unnoticed. Various Internet forums, especially conspiracy-oriented forums, have been posting threads documenting these tests.

Local news reports have been noting the EAS tests being conducted on college and university campuses, as well as over local television channels. These include Kansas University, and Mansfield University.

News reports state that the Federal Communications Commission (FCC) has been making changes to the Emergency Alert System — and has done so rather quickly and quietly. New rules include the addition of a new “a national presidential alert.” This presidential alert will include a message delivered to the nation by the current sitting president.

The FCC has also changed its Emergency Alert System rules “to allow for national EAS testing and data collection from such tests.” This could explain the recent, and sudden, widespread testing of the system.

According to Government Video: “The FCC final rule—Review of the Emergency Alert System—was posted on the Federal Register on March 8, 2011, the same day the regulation became effective.” Apparently there has been no discussion, no debate, and this has all been done very quietly. And as I observed above, there has been very little news coverage of the tests aside from the smattering of local articles.

I have seen no news articles stating “data collection from such tests.” What sort of data is being collected from these tests? I haven’t a clue. One thread at the conspiracy website Above Top Secret includes reports of the tests from posters in New York (3 tests within a 24-hour period), Utah, Ohio (up to 3 per day for the past week), Pennsylvania (4 tests heard in the past week), Washington State, and many other places.

Because I don’t watch tv, and haven’t had time to listen to much radio lately, I asked my brother if he’s caught any tests of the EAS on the tv lately. He replied, rather innocently, “I saw one like last week. Why?” So add Michigan to that list, as well.

Incredibly, one person at ATS is even claiming: “I’m on the East Coast in Canada. Seen it twice yesterday here also. First time I’ve seen it and got a shock.”

The tests are being heard on television, terrestrial radio, and satellite radio. Due to the suddenness of the tests, the widespread and frequent nature of the tests, and the rather quiet mention of the collection of data from the tests — this entire story is both intriguing and unsettling.
