Save Your County From Election Fraud!

Election fraud has been an issue in American politics for quite some time, and we have the ability and an opportunity to do something about that here in Arkansas and in other states. (In case you haven’t yet read our previous email on voter fraud from August 26, 2022, you may see it here.)

Many of you have never heard of Cast Vote Records, so let’s take a look…

Overview of Cast Vote Records and their Generation

Simply put, a cast vote record (CVR) is an electronic record of a voter’s ballot selections, and its primary purpose is to provide a record of voter selections that can be counted in an efficient manner to produce election results. A CVR is created by equipment such as a voter facing scanner in a polling place into which a voter inserts a paper ballot. CVRs also get created by batch fed scanners used to scan absentee or other types of ballots that are collected before the election or that cannot be scanned by polling place scanners for various reasons. After the polls are closed, the CVRs are collected by election officials on memory devices and subsequently copied to an election management system that aggregates and tabulates the votes.

Election System & Software (ES&S — the Voting Machines used in most of Arkansas) The following information is straight from their ES&S Manual. Note: Many of the Arkansas County Clerks are saying that the CVR report is not available when in actuality, it IS available. What are ES&S and some of the County Clerks trying to hide? We, the residents and voters of Arkansas, expect answers and for ES&S and County Clerks to perform their duties which are listed at the end of this article in the Arkansas County Clerk Procedures Manual.Vote Fraud is real, and it is time to go back to paper ballots.

Does ES&S support post-election audits?  

ES&S is a strong supporter of state and local administrations in their work to provide secure, accurate elections. Post-election audits are a legal process by which election officials verify that votes were counted accurately and is conducted by election officials according to state law. ES&S voting systems support these audits by providing election details (logs, cast vote records, reports, etc.) which election officials utilize for this purpose. ES&S supports the highest standards for security, including strict chain-of-custody protocols for equipment and all applicable laws, regulations and certification requirements.

Ballot Manifest means a detailed description of how the ballot cards are stored and “organized, listing at minimum the unique physical location of each and every ballot card cast in the election in such a way that individual ballot cards or batches of ballot cards can be found, retrieved, and examined manually.

The Cast Vote Records are the clearest indicators of whether or not there is machine-based election fraud. On September 3, 2022, federal protections for these records under Title 52 Section 20701 come to an end, allowing the legal destruction of these records. PLEASE don’t let these records disappear from the public conscience. Review or download the Cast Vote Records e-book here.

Secure Arkansas would like for a Freedom of Information Act (FOIA) request to be made to every county clerk in America for the following two pieces of election data:

1. “Cast Vote Record” (CVR), “ballot log”, or a “summary of ballots”

2. Ballot Manifest Report (also known as the Tabulator Batch Report) 

TABULATE (a verb) : Vote counting by computers so that the results reflect the outcome, pre-written into the election equipment, and not the will of the people.

Per the Arkansas Freedom of Information Act 93 of 1967, I am requesting the following information:

This request is for information from the General Election held on NOVEMBER 3, 2020.

1. I am requesting a text, comma, or tab delimited file, or a text-based report, listing, in the sequence processed by the county, every ballot, its sequential ID, its timestamp, its method of voting (for example: in-person, mail-in, provisional, absentee, “other”, etc. – any and all ballots that were tabulated as part of the 2020 General Election), the specific votes contained for all races, and the batch ID and tabulator ID. Should any fields not be available, please include the fields which are. To be clear, I am NOT requesting a summary report of votes, I am requesting a per-ballot report. This set of information is sometimes known as a “Cast Vote Record” (CVR), “ballot log”, or a “summary of ballots”. If the data exists as multiple files or reports, for instance by batch or by precinct, you do not need to aggregate them, please send the individual files. I specifically do NOT want any information that identifies a specific voter, and I guarantee and stipulate that this information will not be used for that purpose.

2. I am also requesting the Ballot Manifest Report (also known as the Tabulator Batch Report) for all ballots included the tabulation of the results of the Nov. 3, 2020 general election. This report should include the information that specifies the method by which each ballot was cast. (ie: in-person, by-mail, provisional, absentee, etc.)

Since this request is for information that will be used for educational purposes and is NOT INTENDED FOR COMMERCIAL USE, I would like to also respectfully request that any fees be waived.

Ideally, I would like to receive the reports via electronic transmission. However, if the data files are too large and must be copied to a USB drive, I will happily supply the necessary device to the county in order to make that happen.

Please note Arkansas Code 25-19-104 Penalty:  any person who negligently violates any of the provisions of this chapter shall be guilty of a Class C misdemeanor.

Our Justices of the Peace (JPs) need to oversee and secure our county election integrity. In Arkansas, the Quorum Courts decide whether to use paper ballots or machines for elections.  

A lack of trust in the election system is detrimental to our Republic, and Arkansans deserve to know that their Constitutional right to vote is being honored. The Quorum Court has the right and responsibility to make a resolution to use either paper ballots or machines, or a combination of both for the November 2022 election.  

The following are the reasons the Quorum Court must choose paper ballots, counted by hand, for the November 2022 election.

1. machines (including ES&S, which Arkansas uses) have been hacked multiple times from amateurs using simple tools;

2. whistleblowers including John Bolton, former United States National Security Advisor, have come forward attesting to the stealing of elections in other countries and/or our own country;

3. many Arkansans do not trust machines; and

4. there is no true check for all ballots coming out of the machines on election night by poll workers.

There is more, but that is the voting part.

In closing, you need to stay in touch with your Quorum Court and stay active locally if we hope to save our country. Control needs to be local and not from outside organizations like ES&S or any other NGO (Non-Governmental Organization). We’re in this together, and it needs to be done locally, county by county.
