Sodium fluoride cannot simply be dumped just anywhere because it contaminates and pollutes the grass and other forage. In 1950, ALCOA was hit with a huge fine for dumping their fluoride into the Columbia River because the fluorides contaminated the grass which resulted in the death of the cattle in that area. The ALCOA had close ties with the Rockefeller family and many other wealthy industrialists, so something had to be done to correct this disaster. Unfortunately, to dispose of fluoride the proper way would have cost ALCOA a fortune, so they came up with an even better solution, to dispose of it into the public water supply.
