Moving Mountains for New Chinese City

It’s being called the largest scaled “mountain-moving project” in Chinese history. A major Chinese construction firm, the China Pacific Construction Group, has made plans to lay flat 700 mountains in western China’s metropolis of Lanzhou; the newly available space will be used for a massive expansion of the city. The project is to cost local authorities over $3 billion under current plans. The expansion will be called the Lanzhou New Area, occupying 500 square miles of land. Over $10 billion of corporate investment has been planned, though it’s unclear how the money will be spent and how good the prospects are for positive returns. Such large-scale development projects are referred to as “state-level development zones”, a category that includes Shanghai’s Pudong financial district and Tianjin’s Binhai, also recently announced for major outlays of state funds. The Lanzhou project, however, marks the first such plan to target China’s largely underdeveloped western provinces. Foreign observers and reformist Chinese media organizations will likely be watching the new project for signs of corruption—large-scale Chinese development projects have in recent years been revealed as hotbeds of bribery and other illicit dealings.
