Egypt’s military council, which handed powers to an Islamist president last month, held an emergency meeting on Sunday to discuss a presidential decree ordering the dissolved parliament to reconvene, the state news agency reported.
It said the meeting was headed by Field Marshal Hussein Tantawi, who leads the council that had governed Egypt after Hosni Mubarak’s overthrow last year.
The generals met to “study and discuss the repercussions of President Mohamed Mursi’s decision to reconvene parliament,” the news agency MENA reported.
Mursi’s decree
Egypt’s new President Mohammed Mursi overturned the Supreme Court’s decision to dissolve the Islamist-dominated parliament, the official MENA news agency reported on Sunday.
“President Mursi has issued a presidential decree annulling the decision taken on June 15, 2012 to dissolve the people’s assembly and invites the chamber to convene again and to exercise its prerogatives,” said MENA.
The Supreme Constitutional Court ordered the lower house of parliament dissolved last month after finding fault with the election process. The ruling military then, until they handed powers to Mursi on June 30, implemented the decision and gave themselves legislative powers.
The Muslim Brotherhood, the group that Mursi is affililated with, quickly rejected the military’s decision to implement the court order and accused the generals of seeking to monopolize power by disbanding the Islamist-dominated parliament and demanded a referendum on the decision.
Court of appeals’ former deputy, Ahmed Maki, said in a TV interview earlier this week that Mursi has the constitutional right to annul the decision. Maki said that the army council has exceeded its power by completely dissolving the parliament, and that the decision is completely unprecedented Egypt.
He said only through a referendum can people be asked owhether to dissolve the parliament.
The constitutional court itself ruled in 1983 that elected parliaments can not be dissolved only by the people who went out and voted to choose their representatives.
U.S. invite for Mursi
In related news, President Barack Obama has invited Mursi to visit the United States in September, an Egyptian official said on Sunday, reflecting the new ties Washington is cultivating with the region’s Islamists.
“President Obama extended an invitation to President Mursi to visit the United States when he attends the U.N. General Assembly in September,” Egyptian aide, Yasser Ali, said after Mursi met U.S. Deputy Secretary of State William Burns.
Burns did not mention the invitation at a news conference earlier.
Washington, long wary of Islamists and an ally of ousted President Hosni Mubarak, shifted policy last year to open formal contacts with the Muslim Brotherhood, the group behind Mursi’s win. Mursi formally resigned from the group when he won the presidency.
Mursi is expected to make his first foreign visit as president to Saudi Arabia.
