Be fair to progressive party-list groups, OFW group as it hits COMELEC

Filipino migrants’ right group, Migrante-Middle East (M-ME) today lambasted the Commission on Elections (COMELEC) over insider reliable information that the poll body already arrive a decision, though still awaiting formal issuance of an en banc ruling, disqualifying two progressive party-list groups identified as Piston Partylist and the Kabataan Partylist.

Both belonged to MAKABAYAN, a coalition of progressive groups vying for partylist representation in Congress along with MIGRANTE representing OFWs and their families.

Piston and Kabataan partylist groups were summoned by the COMELEC over over-sized posters and posting on non-designated poster areas, along with other partylist groups.

“The attacked against progressive partylist groups is not new instigated by the supposed non-partisan poll body that is constitutionally mandated to implement credible, honest, and fair periodic PH elections. The impending disqualification of Piston and Kabataan partylist groups will prove that COMELEC is a political body operated by the ruling Aquino administration to discredit genuine opposition,” said M-ME regional coordinator John Leonard Monterona, also vice chairperson of MIGRANTE Sectoral Party of OFWs and their Families.

The group challenges COMELEC chairman Sixto Brillantes to be fair to progressive partylist groups and stop its disqualification scheme versus Piston and Kabataan.

“Not only Piston and Kabataan were alleged violating the COMELEC poster rule but also other Aquino-backed partylist groups also but have not been summoned and were spared from disqualification by the COMELEC. So clearly, the targets are the progressive groups under MAKABAYAN coalition,” Monterona lamented.

Monterona is referring to Akbayan and PNoy team senatorial candidate Risa Hontiveros, both were also identified by COMELEC to have violated its rules on placing posters and several provisions of the Fair Elections Act.

Meanwhile, Monterona alleges that the COMELEC is also targeting MIGRANTE Sectoral partylist by implementing rules that will result to disenfranchisement of absentee voters. MIGRANTE is banking on overseas voters and their families in the Philippines.

“For instance, the COMELEC ruled to implement automated election system (AES) using PCOS machines in 5 places in the Middle East (Riyadh and Jeddah in Saudi Arabia, Dubai and Abu Dhabi in UAE, and Kuwait) with relatively huge numbers of voters but will only send few PCOS machines,” Monterona divulged adding, ‘it will result to disenfranchisement of OAVs.”

He revealed that COMELEC plans to send only two to 3 PCOS machines for Riyadh, Jeddah, Abu Dhabi, Dubia, and Kuwait. “With limited numbers of PCOS machines, disenfranchisement of absentee voters is bound to happen,” Monterona added.

Monterona also noted that barely 2 days left to commence absentee voting abroad, no pilot testing of AES-PCOS machines have been done.

“We want to witness pilot testing of PCOS machines before April 13 as we raised serious concerns that previous PCOS machine glitches have not been solved by the COMELEC and Smartmatic. Also, we want to know the details of how votes will be transmitted to the COMELEC from the overseas precincts and other details of OAV-AES operations,” Monterona added.

Until now, Monterona, added OFW groups have not been invited yet to witness PCOS machines pilot testing in these new 5 places to adopt AES-PCOS.

“We raised serious apprehension that OAV in these 5 places to use AES-PCOS machine for the 1st time is doomed to fail given noticeable lack of preparations done by the COMELEC and the Overseas Absentee Voting Committee,” Monterona averred.

Overseas absentee voting will commence on Saturday, 13th April.
