Humanitarian crisis looms amid Saudi intensified crackdown on illegal migrants

Group to PNoy: Issue order for swift, free mass repatriation of stranded OFWs amid Saudi intensified crackdown

Migrante-Middle East (M-ME), a Filipino migrant rights group, today calls on President Benigno Simeon Aquino III to order all concerned PH government agencies to implement ‘swift and free’ mass repatriation of all stranded and overstaying overseas Filipino workers in Saudi Arabia amid intensified crack down on illegal migrants in the oil-rich Kingdom.

“Just in case the Aquino administration does not know yet that in Saudi Arabia hosting around 1.2-M OFWs, documented and undocumented, allow us to convey to Pres. Aquino that for more than a week now Saudi authorities have been raiding illegals and overstaying migrants’ at their houses and accommodations and even at work places and establishment,” said M-ME regional coordinator John Leonard Monterona, also Vice chairperson of MIGRANTE Sectoral Party of OFWs and Families.

Since early last week, Saudi authorities continue to round up illegal and overstaying migrant workers in its bid to force private firms to heed on the full implementation of Saudization locally known as Nitaqat, which means localization of labor, and clean the Kingdom from overtaying and illegal migrant workers after the host government through its Labor Minister amended Article 39 of Saudi Labor law that empower the Labor Ministry to inspect and investigate violations related to expatriates employment in the Kingdom.

“Per our monitoring, there were a considerable numbers of undocumented migrants including OFWs, about 40 of them mostly women OFWs were nabbed during series of raids Kingdom-wide since last week and still on going,” Monterona added.

On Monday, M-ME issued a statement appealing to the Saudi authorities to respect the human rights of all undocumented migrants including OFWs especially women with children.

M-ME also calls on the Saudi govt. to ‘implement first a general amnesty for all undocumented and overstaying migrant workers in the Kingdom’ for humanitarian considerations.

Monterona said since last quarter of 2012, there were already more than 7,000 stranded and overstaying OFWs have enlisted themselves at the PH consulate in Jeddah to avail the PH govt. repatriation program only to be told that there is no repatriation program and it has been stopped.

“Their numbers have increased to around 12,000 even before the Saudi crackdown that started last week, citing information from PH officials in Jeddah, Saudi Arabia,” Monterona adding that they are just those who have decided and hope to avail the PH govt. repatriation program.

Based on M-ME conservative estimates, the total numbers of stranded and undocumented OFWs in the entire Saudi Arabia would reach to around 38,000 to 42,000.

“We are asking what happened to the PH govt. repatriation program!? We are quite sure there are funds for our OFWs repatriation program especially to distress women OFWs and their children,” Monterona added.

Monterona cited there is P100-M emergency repatriation fund as mandated by Republic Act 10022 or the Amended Migrant Workers Act of 2010 and as per its Implementing Rules and Regulations (IRR).

“The Saudi govt. intensified crackdown must be treated by the Aquino administration a situation that warrants emergency repatriation as there were 12,000 stranded OFWs, mostly women with children, who have already sought help to be repatriated. This is a clear case of humanitarian crisis,” Monterona explained.

“We are calling President Aquino III and Vice President Binay, presidential adviser on OFWs affairs, to attend on the mass repatriation of stranded OFWs in Saudi Arabia. Our unsolicited advice to both is to take a break from campaign sorties and just for a day discuss along the concerned government agencies’ heads to come up a repatriation plan for all undocumented and stranded OFWs in Saudi Arabia,” Monterona concluded. # # #
