‘Safe and comfortable’ shelter for stranded Saudi OFWs sought 
The Filipino migrants’ right group Migrante-Middle East (M-ME) today urges Philippine President Benigno Simeon Aquino III to order the payment of unpaid lease on Saudi terminal that was used as temporary shelter for three years since 2009 until 2011 for stranded OFWs who have sought government assistance for repatriation.

M-ME regional coordinator John Leonard Monterona, also Vice chairperson of MIGRANTE Sectoral Party of OFWs and Families, renewed his group call to the Aquino govt. to pay the unpaid lease rental on the Al Mina Hajj terminal believed to have reached 1.4-M Saudi rials (roughly equivalent to P15-M) amid the surging numbers of stranded OFWs now camping out beside the PH Consulate building in Jeddah, Saudi Arabia.

On April 10, around 80 stranded OFWs have started to build their makeshift tents beside the PH Consulate building. Three days after, their number surges to 675.

As of April 13, 4:00 p.m. their number have reached to 675, mostly women with children around 50, according to Mr. Bobby Fajarito, Migrante-Jeddah chapter vice chairperson and spokesman of Jeddah Filipino Society (JFS).

“We are worried to their condition especially the health of the children and women stranded OFWs considering the high temperature being summertime, and of course also their daily sustenance,”Fajarito added.

On their part, Gabriela-Jeddah chairperson Beng Medina said Gabriela and other OFW groups started to seek donations for food, water, and other needs of the stranded especially the children.

“We will also conduct a medical mission to monitor the health condition of the women and children,” Ms. Medina added.

On mid-2009, around 200 undocumented OFWs, some with children, camped out under the Khandera Bridge in Jeddah, western City of Saudi Arabia, to press the PH Consulate to attend on their repatriation. This forced the Arroyo administration through former DoLE secretary Marianito Roque in coordination with the PH Consul General in Jeddah to rent a shelter inside the Al-Mina Haj seaport terminal.

On September 2009, the PH Consulate obtained permission from the Makkah Governorate and thereby entered into a lease contract with the King Abdulaziz Endownment for Al-Ain-Aziziah, a Saudi-run agency managing the Al Mina Hajj seaport terminal.

Monterona said while he is hoping that the PH Consulate officials in Jeddah will immediately attend the documentation formalities of the stranded OFWs, PNoy govt. should arrange to provide a temporary shelter and relocate them from where they have camped out.

“It’s a good idea to rent again the Al Mina Hajj terminal as a temporary shelter for the stranded OFWs just like before to lessen their burden and put them on a more safer and convenient place,”Monterona adding the unpaid lease rental of 1.4-M Saudi rials should be paid first.

Monterona added, ‘Allowing the stranded to stay under the heat of the sun and doing nothing to relocate them to a safer and comfortable shelter is tantamount to criminal neglect by the PH govt. to its own people who have been hailed by the government itself as modern heroes.’

Monterona noted that on October 2012, he had communicated to DFA undersecretary for Administration Rafael Seguis and OWWA administrator Carmelita Dimzon the issue of the unpaid lease rental but Monterona claimed he did not received favorable answer from the two officials.

On August 12, 2012, Monterona sent a letter to Vice President Binay, also presidential adviser on OFWs concern, seeking the latter’s attention on the matter. (See attached said letter sent to VP Binay).

“Unfortunately, I have received no reply,”Monterona lamented.

“The stranded OFWs don’t want to hear mere promises from the PNoy govt. that it will provide assistance and will attend on their situation. First thing the PNoy govt. could do is to release the payment of the 1.4-M Saudi rials unpaid lease rental on the Al Mina hajj terminal as temporary shelter so that the stranded will be transferred there soonest,”Monterona ended. # # #
