Stranded Saudi OFWs at camp site surge to 1,450 and still counting

‘It may lead to full blown humanitarian crisis in just a matter of days if not properly attended,’ thus said today by the Filipino migrants’ right group, Migrante-Middle East (M-ME) leader. The group is actively campaigning for the immediate and free repatriation of stranded overseas Filipino workers in Saudi Arabia who have been camping out beside the Philippine consulate building in Jeddah for almost a week now.

John Leonard Monterona, M-ME regional coordinator and Vice chairperson of Migrante Sectorar Party of OFWs and families (MIGRANTE), said the numbers of stranded OFWs camping out near the PH consulate building in Jeddah surged to around 1,450 as of yesterday morning citing report from Migrante colleagues.

Saudi police have been deployed and from time to time have been roaming near the camp site to secure the area, Monterona citing report directly from some stranded OFWs at the camp site.

“For just a matter 6 days since starting to build makeshift tents made of sacks, their number immediately surges to 1,450, less than half are women, sickly and old, and some with children,”said Monterona.

Monterona added that it showed that there are really a considerable numbers of stranded OFWs who wanted to be home and reunite with their families.

“We note that since last quarter of 2012, there were already 7,000 stranded who have listed up to avail the PH govt. repatriation program, not including those who have listed at PH embassy and POLO-OWWA offices in Riyadh and Al-Khobar, respectively,” Monterona added.

Monterona further said that the surging numbers of stranded OFWs in Saudi Arabia pose a serious challenge to the PH govt. repatriation program.

“Repatriation of the stranded OFWs especially sick, old women and those who have children is within the purview of state govt. responsibility as mandated in the amended Migrants Workers Act of 2010 or Republic Act 10022. In fact the law requires yearly govt. allocation of 100-M repatriation funds. OWWA, an adjunct agency to the Department of Labor and Employment (DoLE), managing the OFWs funds believed to have reached P14.8-B, has also a fund for its own repatriation program,” Monterona averred.

“Even PNoy could arrange to allocate funds from his social funds and other sources if his government has political will to act for the mass repatriation of the stranded and undocumented OFWs in Saudi Arabia,” Monterona suggested.

In regards to the documentation of the stranded and undocumented, Monterona said the PNoy govt. should instruct the DFA and PH diplomatic posts to arrange and work it out with the Saudi immigration authorities.

“It would be better if PNoy govt. through the DFA will help us lobby to the host government the granting of general amnesty and fast track the repatriation of all undocumented OFWs, prioritizing women and their children,” Monterona ended.

“By all indications and the unfolding of the spontaneous and continuous mass build up at the camp site of the stranded OFWs, it will lead to full blown humanitarian crisis if not properly attended,” Monterona warned.

We raise serious concerns on stranded OFWs’ daily sustenance and of their health especially the children and the old and sickly given the high weather temperature reaching 38 to 42 degrees or even higher,” Monterona concluded. # # #
