Urge PH govt. to repatriate the stranded OFWs in Saudi Arabia, group to international HR organizations

Amid the increasing number of stranded overseas Filipino workers estimated to have reached around 2,500 camping out beside the Philippine Consulate building in Jeddah, Saudi Arabia, a Filipino migrant’ rights group today calls on various international human rights organizations to strongly urge the PH government to attend on the mass repatriation of the stranded OFWs.

“The situation (referring to the stranded OFWs, some with children, camping out with no assurance of daily sustenance and under the heat of the sun) had led to a full blown humanitarian crisis nine (9) days since the start of the camp out. We are calling various international human rights organizations to urge the PH government to fast track the repatriation of the stranded OFWs in Saudi Arabia,” said Migrante-Middle East (M-ME) regional coordinator John Leonard Monterona, also Vice chairperson of MIGRANTE Sectoral Party of OFWs and Families.

Monterona said organizations like the International Organization for Migration (IOM), Human Rights Watch (HRW), Amnesty International, and even the United Nations Special Rapporteur on Migrants should take a look on the matter and help avert this humanitarian crisis by urging both the PH and Saudi governments to effect the mass repatriation of the stranded OFWs.

Monterona added there are options available to meet the legitimate demands of the stranded OFWs noting that they have been requesting to be repatriated since last year, some of them since 2009.

For the PH government under the Aquino administration, Monterona said, “The PNoy administration should initiate talking to its counterpart host government. It should try to ask Saudi govt., citing humanitarian consideration, to grant general amnesty to all stranded migrants including our stranded OFWs. The granting of amnesty will waive immigration requirements such as issuance of exit clearances from the sponsors of the stranded OFWs.”

He said with the granting of general amnesty, penalties and imprisonment due to breach of Saudi immigration rules will be extinguished and will fast track the repatriation of the stranded OFWs.

Monterona cited for instance the granting of general amnesty by the United Arab Emirates government early this year, allowing the undocumented migrants to go home without having been imprisoned and fined.

The various HR international organizations should also ask the Saudi govt. to grant general amnesty to all undocumented migrants and allow them to leave the Kingdom without hassles.

Monterona said another option that the PH govt. should undertake is to find a secure place to relocate the stranded OFWs. “It should try to lease the Al Mina hajj terminal as temporary shelter just like what it did since 2009 to 2011. But the unpaid lease of around 1.4-M rials should be paid first. Obviously, it can’t negotiate the re-renting of the Al Mina hajj shelters if there is an outstanding or unpaid lease rental.”

‘We would like to point out that repatriation or be back home to reunite with their families and to start a normal life in their home country is a legitimate demand and is a basic human right of all migrants workers,” Monterona ended. # # #
