600 Saudi stranded OFWs fingerprinted; thousands still awaiting repatriation formalities

Amid the deadline of the 90-day grace period set on July 3 granted by the Saudi government to all undocumented and overstaying overseas Filipino workers (OFWs) whose estimated number have reached between 22,000 to 28,000, only 600 Saudi stranded OFWs have undergone fingerprinting while thousands still awaiting repatriation formalities, according to the Filipino migrants sectoral group MIGRANTE.

MIGRANTE vice chairperson John Leonard Monterona, also the group’s coordinator in the Middle East and North Africa (MENA), said fingerprinting is a requirement by the Saudi directorate for passport control or locally known as Jawasat prior to the issuance of exit visa or exit permit.

“Out of the 10,000 stranded OFWs, as per the Department of Labor and Employment (DoLE) record, who want to avail the PH govt. repatriation program only around 600 have been fingerprinted,” Monterona added that the figure was shared to his group by an embassy official in the PH consulate in Jeddah who requested not to be named.

“We have already monitored about 300 stranded OFWs repatriated from Saudi Arabia since May 2013 when PH govt. started the repatriation of stranded OFWs at the ‘Tent City’ in Jeddah. Meaning, there are thousands more to be repatriated amid the July 3 deadline of the 90-day grace period granted by the Saudi govt.,” Monterona noted.

According to Monterona, there are 350 women OFWs with children waiting for fingerprinting, while 300+ men and women stranded OFWs whose fingerprinting formality is still pending from those staying at the ‘Tent City’ in Jeddah.

“The bottom line is that thousands stranded OFWs are still waiting in vain to complete their repatriation formalities. We fear, and by all indication, the estimated 10,000 to 12,000 stranded OFWs who applied for govt. repatriation program won’t all be repatriated on or before July 3 deadline of the 90-day grace period,” Monterona lamented.

Though the blame is on the on-and-off, slow, and reactive PH govt. repatriation program, Monterona, however, suggested the creation of a high-level delegation to be sent immediately to Saudi Arabia to explore with its counterpart: 1) to fast track the repatriation and 2) the granting of an extension to the 90-day grace period.

“A mere letter of appeal from the PNoy govt. could be viewed by the Saudi govt. insincerity on the part of the PH govt. vis-a-vis the deplorable plight of the stranded OFWs in the Kingdom,” Monterona opined.

The PH govt. repatriation program is really in a mess that even breeds sex exploitation condition victimizing women distressed and stranded OFWs by alleged DoLE labor and welfare officials, opined Monterona.

“DoLE chief Rosalinda Baldoz and her designated labor honchos have been in office since the previous Gloria Macapagal-Arroyo presidency and until now; it’s high time for PNoy to look for her replacement who is capable of instituting drastic reforms that could improve the miserable plight of not only OFWs but also of local workers in the Philippines,” Monterona averred.

“We call on PNoy to sack DoLE chief Baldoz!”

Since mid-March up to present, Migrante chapters in Saudi Arabia have initiated and intensified its ‘free, swift, and mass repatriation’ campaign of stranded OFWs in the Kingdom.

There are 1.5-M OFWs living and working in Saudi Arabia and had been the number 1 OFWs destination since 1990s.
