Dear Aaron,
Ground operation is exactly the trap which Hamas wants us to fall into.
We have to create a situation in which launching rockets is too costly for
those who do it, by blocking electricity, fuel, food and water, until they
stop the rockets.

To make sure I understand your position: the ongoing upgrading and
manufacture of rockets and missiles inside Gaza should not be a concern of
Israel as the launching of these rockets and missiles can be deterred.by
various sanctions.

No. I just adjust my recommendations to reality: Going into Gaza to kill
every Hamasnick, to find every workshop, to blow up every tunnel between
houses, to close every office related to Hamas – will cost the lives of
HUNDREDS of Israeli soldiers, and after we get out they will renew the whole
thing.
The maximum which we can achieve is deterrence, in which WE dictate the
terms.
