Now, if you accept that a planned ‘mass-depopulation’ event is pending or even starting, then you understand that if you don’t want to scare or startle the sheep, you must establish a ‘baseline’ of ‘dependability’. That means getting you used to ‘the normal’. In the case of ‘the Library’, it establishes a baseline for ‘yeah, that’s at the video center beside the White House.’ You see it, you see it, then, you don’t question it…you ASSUME you know where it is. So, now, you can photo it, DUPLICATE IT, and put such a studio in the White House, Beijing, London, Air Force One, OR THE DEPTHS OF A COMMAND BUNKER…but, to the sheep it looks the same as ‘beside the White House’…so, when the nukes fall, and the President comes on and says ‘we have this under control…stay where you are, cover up with your blanket, we are in this with you’, they are actually in a bunker, maybe on the other side of the world, and you are…well…FRIED CHICKEN! Thus, ‘continuity of government’…
