Indicted Texas Law Enforcement Official Listed as Top Cop at 3 Agencies

A senior law enforcement official in Texas is listed as having high-ranking positions at three different agencies—including a public school district—after getting criminally indicted for embezzling millions of dollars in federal Homeland Security funds, inside sources tell Judicial Watch.

Mystery and secrecy shroud the unbelievable story because the trail of public and media records of the indictment has suspiciously been erased. It involves Jesus “Eddie” Campa, the chief deputy of the El Paso County Sheriff’s Department, a Texas agency responsible for patrolling more than 1,000 square miles with a population of about 700,000. Campa has served in the department for 15 years, according to the biography posted on the agency’s website.

Earlier this year Campa was reportedly indicted for embezzling $5.6 million in Homeland Security Investigations (HSI) funds, according to JW’s high-level law enforcement sources. A local newspaper reported the story months ago when the indictment was issued, but the article has been yanked from its website and there appears to be no public record of the indictment. A spokesman at the United States Attorney’s office for the Western District of Texas, Daryl Fields, told JW that he “can neither confirm nor deny” that Campa was indicted.

Meanwhile, Campa remains listed as a chief deputy for the El Paso County Sheriff and three separate news reports reveal he’s the police chief at Texas agencies located hundreds of miles apart. The first, a newspaper story published on June 26, says that Campa was appointed police chief in Marshall, a city of about 24,000 residents in northeast Texas. It describes him as a 15-year veteran of the El Paso County Sheriff’s Office who worked in a number of specialized units, including a special reaction team, school resource officer and defensive tactics instructor. The story also quotes Marshall Mayor Ed Smith addressing the new police chief at a commission meeting: “We look forward to a very successful career for you here in Marshall, and we look forward to working with you as we go forward in the next, hopefully, years,” the mayor said. “We appreciate your willingness to come to our community here, and I think you will fit in well.”

A few weeks later, a newspaper hundreds of miles away reported that Campa is the new police chief for the Ector County Independent School District based in Odessa. The article says Campa retired from the El Paso County Sheriff’s Department and quotes him saying that the job is a “good fit” because his aspirations are to become a police chief. A local television station reported on Campa’s plans to better protect students in the Ector County district. “I’m looking forward to bringing some of the things I learned here in El Paso down to Ector County as well as hopefully establishing an anti-bullying coalition like we did here in El Paso a few years back,” Campa says in the piece.
