He didn’t “pass” any new regulations. As every President does, typically twice per year, he released the list of “Unified Agenda” proposed regulation changes for Executive branch entities. The regulation changes, if not modified, would go into effect at various times next year. It’s normal and well within the scope of what every President is powered to do. Get over it.
