On Friday Obama appointed Texas District Court Federal Judge George C. Hanks Jr. refused to delay the transfer of U.S. oversight of key Internet functionality to ICANN. The Judge’s action prevents a lawsuit brought by attorneys general of four states in Texas Federal District Court to stop said transfer from proceeding. AGs lawsuit ends This means that the transfer of control of said functionality, such as DNS, will transfer to ICANN on Saturday, October 1, 2016. Id.
