Here is how the savage maniac Sayfullo Habibullaevic Saipov, who killed eight random people in New York yesterday, found his way from Uzbekistan to the Land of the Infidel:

Saipov, 29, was an Uzbekistan National who came to the United States under the Diversity Visa Program (DV Program), which makes up to 50,000 immigrant visas available annually, drawn from random selection among all entries to individuals who are from countries with low rates of immigration to the United States. …

The scheme was designed by then-Rep. Chuck Schumer — now the Democrat Senator from New York in 1989 that was part of the Immigration Act of 1990, and it became permanent law in 1990.
