Capitol Hill Update: June 24, 2019

Schedule:

House:

The House returns today. Legislative business begins at 2:00 pm. Votes are postponed until 6:30 pm. There are two bills coming to the floor on suspension.

  • H.R. 2109, BRAVE Act
  • H.R. 2196, To amend title 38, United States Code, to reduce the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs

After dispensing of the two suspensions, the House will continue the consideration of the second minibus appropriations bill, the Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, H.R. 3055. There were 290 amendments made in order for this bill.

The House Rules Committee will meet today at 5:00 pm to consider the rule for the Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, H.R. 3401; the Financial Services and General Government Appropriations Act, H.R. 3351; and the Securing America’s Federal Elections Act, H.R. 2722. The House could also consider the Legislative Branch appropriations bill, which, as was explained last week, was removed from H.R. 2740 because of backlash from members over the proposed $4,500 pay increase for members of Congress. Other items could be added to the legislative calendar.

Senate:

The Senate returns today at 3:00 pm to consider the National Defense Authorization Act (NDAA) for FY 2020, S. 1790. The NDAA was supposed to be on the floor last week, but Sen. Rand Paul (R-Ky.) held up a vote on the motion to proceed until today. The chamber is expected to vote on the motion to proceed to S. 1790 around 5:30 pm. Few votes on amendments are expected.
