It never has and never will be a day of sacrifice it is a day to celebrate the return of our ancestors, and family members who have passed on because we believe that the veil between the spirit world and our world is the thinnest at this time of year. The concept of dressing in costume goes back to the ancient Celts and the Druids as they believed that any negative spirit could not recognize the person if they were in costume, but the family member would always know the way to their family home and so would their ancestors spirits!! There are all kinds of pagans that worship and celebrate many different things in many different ways. Halloween is pagan, it is adopted by the catholic church to worship the spirits of the dead, who are nothing more than demons, as the dead know not anything, as the Bible says.
Satanists do consider halloween a high holiday, and do live sacrifices and more on that night. However, it is not their highest celebration, which comes a few days before Christmas. They have many times for rituals, and they are all bad.

For Paganists who honour nature and celebrate Samhain (Yew Tree day) – Halloween is not a ritual sacrifice time.
For others it is.
