Looks like a drone attempting to auto stabilize in the wind. Looks like a crazy drone, but I think it still is. In the mid to late 90s there were a lot of UFO sightings that were actually military drones. Some looked like flying garbage cans, and other strange shapes like this one.
I’d postulate the guess that this is a military drone, maybe an older style one, either remade, or purchased by a collector. At least that’s what it looks like to me. Aliens with interstellar travel and anti gravity engines, probably wouldn’t be flopping around in a mild wind like this thing is.
