You are used to El Nino, currently you are in La Nina with a 50% possiblilty of entering El Nino in the fall of 2018, that is the cold cycle of the Pacific, this is despite the Earth wobble making the USA unusually South. The Sun is also in a Maunder Minimum allowing some 25% extra high energy galactic radiation particles into the atmosphere which seed clouds. Outside DC it is ocean temperature driven by normal sunlight which decides the Earths climate.
