Debra Milke Accuser Cop Investigated for Sexual Extortion as Constable!

Phoenix, AZ—Debra Milke has languished on Death Row for 23 years. She was wrongfully convicted solely by the lies of, former Phoenix police detective, Armando Saldate. Recently Saldate was exposed in a 9^thCircuit U.S. Court of appeals ruling as a serial perjurer. He is currently under investigation for criminally violating the Civil Rights of Milke.

The convictions and death sentence of Debra Milke have been set aside. It is highly unlikely at this juncture that she will be retried since the manufactured probable cause to try her no longer exists. We will have to wait to see just how Maricopa County Attorney, Bill Montgomery ends this legal calamity.

Saldate has had unusual sexual aggression problems with vulnerable women he’s encountered as a cop and constable in his career. They reported that he extorts sex from them under the color of law. Twice he’s been reported and escaped criminal prosecution.

Saldate’s strong political and personal association with Political powerhouse Mary Rose and Earl Wilcox have protected his job and assignments with the Phoenix Police Department throughout his career. The Wilcox family controls the Phoenix Latino vote and no candidate can get elected as mayor without their help.

Belinda Reynolds fell behind on her apartment rent and was evicted by a court order. That order known as a Writ of restitution was given to Constable Saldate to serve. Instead of doing his sworn duty according to Reynolds he offered to let her stay weeks longer in the apartment in exchange for sex.

Reynolds eventually had to move and finally reported Saldate to the Phoenix Police Department. They promptly sent her to the Sheriff’s office that in turn because of conflicts sent the matter off to the Arizona Attorney General for Investigation.

As for Belinda Reynolds, her words apparently did not carry enough weight to result in Saldate being prosecuted. Reynolds had no tape recording, witnesses or a signed confession by Saldate documenting his sexual extortion. It’s so ironic that it was Saldate’s unsupported claims of Debra Milke’s confession put her on Death Row for 23 years!

What’s really disturbing here is that this was going on at the same time the Attorney General was publishing pleadings in the federal courts ratifying and endorsing Saldate’s conduct while at the same time investigating him for felony extortion.

Saldate took his own criminal attorney’s advice and refused to answer any questions by the Attorney General’s special agents. Saldate apparently used the excuse of an automobile accident to resign his Constable position. The timing here would suggest that Saldate really resigned as a deal in lieu of prosecution.

Did the Attorney General’s office dump this extortion case to hide it from Debra Milke’s lawyers and the media? What did they know and when did they know it? Again, I must ask why it had to take nearly a quarter of a century to figure out that Armando Saldate lied and framed Debra Milke for a murder she did not commit?

Officials have knowingly engaged in a deliberate cover-up from the beginning on December 3^rd, 1989. The cops and prosecutors were on a mission to get a death sentence for Debra Milke at any cost. Perhaps now there will be a cost for railroading an innocent woman to Death Row. Unfortunately the taxpayers rather than those responsible for this horror story will pay it.
