This is pretty much nothing. The section in reference has to do with reporting to Congress about ISIS and appropriations spending. It’s nothing more than passing the buck to Kerry. It doesn’t give anyone unchecked power, unlike the NDAA itself of course.

We allow people to rule US by our consent and they are only there for ONE THING. Representing YOU TO SECURE YOUR RIGHTS in the Constitution.
When you obey a person in government that does NOT obey the Constitution then you are committing TREASON with that party.
