The last time there was a dramatic reduction in population numbers, which was during the great plague where 50% of the population throughout the middle east and Europe died, it ended the feudalism system. Instead of asking permission to leave, they just left, instead of being forced to accept peanut wages for being little more than a slave, they were able to demand better pay, better housing etc. The King made a law dictating that it was illegal to pay more to people after the plague, so the peasants went on strike, told the King to pick his own crops. The pay went up and the ruling elite were disempowered.
