Ex-LAPD Officer Alert: Covert CIA/JSOC Hit Teams Permeate So. Cal. to Kill on Sight

A former LAPD officer whistelblower is again blowing the whistle on LAPD, this time regarding the man behind the nation’s manhunt for Chris Dorner, saying coverrt CIA/JSOC hit teams are all over Southern California with orders to kill on sight to prevent Dorner, trained to terrorize and aware of LAPD corruption, from testifying.

“At this moment, I am absolutely certain that covert CIA/JSOC hit teams are being deployed all over Southern California. Their urgent orders would be to “kill on sight,’” former LAPD officer Michael Ruppert has written to Cynthia McKinney. “The last thing anyone wants now is for him to come in alive and testify.”

Ruppert, a former LAPD and crack-cocaine whistleblower, announced late Thursday, “From my own experience as a Los Angeles police Officer and deep familiarity with both LAPD culture and history, I can say that with regards to Christopher Dorner’s allegations regarding internal corruption, favoritism, racism and concealment of excessive force, I believe him 100%.”

FIPs (Falsely Imprisoned Persons) in Los Angeles County, to a large part due to police drug corruption, is among the greatest of the LAPD scandals. In a PBS series on Los Angeles County Rampart Scandal, it was estimated that as many as 30,000 FIPs are still incarcerated in what it called the worst corruption scandal in the history of L.A.P.D. (PBS Frontline: L.A.P.D Blues.)

Dorner wrote about the Rampart Scandal in the introductiion of his manifesto:

Unfortunately, this is a necessary evil that I do not enjoy but must partake andcomplete for substantial change to occur within the LAPD and reclaim my name. The department has not changed since the Rampart and Rodney King days. It has gotten worse. The consent decree should never have been lifted. The only thing that has evolved from the consent decree is those officers involved in the Rampart scandal and Rodney King incidents have since promoted to supervisor, commanders, and command staff, and executive positions.”

Of The National Law Review, LA Legal Pad; June 5, 2009 report on LAPD, Dr. Joseph Zernik commented, ”Hardly any of the [Rampart Scandal] perpetrators (70-80 police officers per media reports) were prosecuted, after the jury conviction of three of the first four corrupt police was overturned by trial judge JACQUELINE CONNOR.

“In a ruling issued from home, December 22, 2000, she claimed that her own errors in jury instructions fatally biased the jury… The complaint alleges that such corruption is related to ongoing drug sales for profit by law-enforcement agencies, patronized by the courts.” (Emphasis added)

The LAPD has made many people angry at it, some of whom see Dorner as a hero, a very dangerous hero lashing back at a notoriously corrupt system.

Ruppert stated, “My life as an investigative journalist focusing extensively on military, paramilitary and covert operations gives me absolute certainty that this man is an extremely dangerous weapon.”

McKinney’s letter from Ruppert states:

“THIS IS WORLD NEWS NOW AND VERY, VERY SERIOUS — Chris Dorner could possibly break down all of law enforcement in SoCal and also foment internal revolts inside law enforcement.

He is a supremely-skilled warrior and living proof of the psychosis that comes from training warriors, telling them they are honorable, and then tasking them to kill women and non-combatants exactly as he is now doing here at home. He apparently has a little more control of his ROE [Rules of Engagement] than US personnel have used in combat in Iraq and Afghanistan.

I am still digesting. I have read most of his so-called ‘manifesto’ which is posted here. It is not a manifesto. It is an indictment. It makes complete sense to me. I believe all of his allegations and I suspect that Shamar Thomas and Captain Ray Lewis do too. While not condoning, but absolutely understanding his reasoning, I think he is being taken with the utmost seriousness because he can do real damage to institutions and ‘the system’ as a whole.”

In 2002, after Dorner joined the Navy, he served in Nevada, San Diego and then Bahrain, where he was awarded the Iraqi Campaign Medal and National Defense Service Medal, the Global War on Terrorism Service Medal and other medals for marksmanship.

Former Navy comrade Clint Grimes told reporters Dorner was excited to join the LAPD, his “dream job.”

“He appeared to like military protocol. ‘I would say, ‘Call me Clint,’ and he would say, ‘Yes sir,’ the Guardian reports.

“Dorner was friendly, bright and technologically savvy, said Grimes. ‘I never knew him not to be smiling. They’re not looking for a stupid guy, here,’ Grimes said.”

Dorner’s dream turned into a nightmare the day he accused a female training partner of kicking a mentally ill homeless man during a routine stop.

The LAPD training partner denied it, witnesses appeared to back her, and for allegendly making false statements, Dorner was fired. A tribunal upheld the decision in 2009.

Divorced and unemplyed, Dorner seethed and called his firing an affront to his “honor, courage, and commitment.”

On Feb. 3, he allegedly killed his first two victims: Monica Quan, 28, a basketball coach and her fiancee Keith Lawrence, 27, in their car in Irvine, south of LA.

Quan was the daughter of a police captain who had represented Dorner – negligently, in his view – at the tribunal.

Police have studied Dorner’s manifesto that includes:

“The violence of action will be high … I will bring unconventional and asymmetrical warfare to those in LAPD uniform whether on or off duty … you will now live the life of the prey.”

Police units, scrambling to protect those named on the hit list, exchanged shots with a patrol near Corona at 1.30 A.M. Thursday, grazing an officer in the head. 

Approximately 20 minutes later, Dorner allegedly ambushed two officers at a red traffic light in Riverside, killing one, a veteran, and wounding the other, a trainee.

Picking the wrong targets, Hollywood division officers fired at a pick-up truck in Torrance, thinking it was Dorner’s grey Nissan. A dozen bullets later, they found they had hit two women delivering newspapers. They were taken to hospital with minor injuries.

A few minutes later, officers in another part of Torrance opened fire on another pick-up mistaken for Dorner’s. No one was injured.

Although three families mourn the death of innocents, Dorner is becoming legend. Facebook pages are hailing him a rebel, and media commentators hyped his martial skills as if the Navy Reserves really do “breed Rambos,” as the Guardian reports.

Ruppert, author of  Crossing the Rubicon and star of the 2009 documentary Collapse, will be dedicating The Lifeboat Hour, his radio program, Sunday to this event.

“I am not seeking publicity. I want this guy alive and talking. And if he would trust me, I would put my life on the line to see that he was brought in safely. 

“He would probably know of me. So, I’m just putting that out there, especially to my African-American brothers and sisters.”

Ruppert added, “I just hope he understands that he can do far more damage alive than dead.”
