Telecom companies release over 10 million recycled numbers each month to meet the growing demand for mobile services. When a user stops using a number or doesn’t recharge it for a certain period, the number becomes available for reassignment.
Rules for Recycled Numbers
The Department of Telecommunications (DoT) has guidelines for recycling mobile numbers:
Numbers can be reassigned only if they have not been used or recharged for at least 6 months.
If a user requests Mobile Number Portability (MNP) but the porting process is delayed, the number can be recycled after two months.
Need for New Numbering Resources
India’s mobile user base is expanding rapidly, requiring more numbering resources. The DoT assigns number series based on availability, starting from 9 and 8 initially and later moving to 7 and 6. The demand for new numbers continues to grow.
How to Manage Unwanted Calls
If you have a new number starting with 9 or 8, which is likely a recycled number, follow these steps:

Activate Do-Not-Disturb (DND) service on your mobile number to block unsolicited calls.
Activating DND
To activate DND and reduce unwanted calls:
Send a text message with the message “START DND” to 1909 from your mobile number.
Alternatively, you can activate DND through your mobile operator’s website or customer service.
By activating DND, you can minimize unwanted calls and enjoy a more peaceful mobile experience with your new number.
