Do NASA believe Jehovah God fixed the Ozone layer?

Earlier this week NASA claimed the giant hole in the Ozone layer is finally healing and the next three decades will see an end of the era of big ozone holes
In a new study, scientists from NASA Goddard Space Flight Centre say that the ozone hole will be consistently smaller than 8 million square miles by the year 2040. 
Ozone-depleting chemicals in the atmosphere cause an ozone hole to form over Antarctica during the winter months in the Southern Hemisphere. Since the Montreal Protocol agreement in 1987, emissions have been regulated and chemical levels have been declining.

But are NASA telling the truth as to why the Ozone layer is reducing in size, the report reminded me of a video I watched way back in 2004.
 In the video, scientist David Serada claimed he contacted a Dr. Joseph Nuth, asking for information about strange phenomena, Dr. Nuth was head of astro chemistry at NASA at the time, around 1996/7. Dr. Nuth replied saying that NASA were studying unexplained objects entering the earths atmosphere.
Dr.Nuth went on.
These objects were around 40ft wide, and Dr.Nuth had detected they were mostly made up of water, although he was not exactly sure, but anyway these objects were impacting the earths atmosphere at an astonishing rate of 10 to 20 million times a year, and not once did they collide with any of the thousands of satellites around the earths atmosphere which implied they were guided here by intelligence.
Dr. Nuth went on to say the balls of water appeared fluffy like comets of very low density, and 

looked like an energy ball, see picture of the Tether incident right.
At this point I must say NASA were only detecting these house size water balls on their ultra violate cameras and they were not visible to the lower spectrum of light.
Another top NASA scientist, who was heading the investigation into these balls of water, a Dr. Louis Frank made observations of the objects from a satellite that was roughly 25,000 km away from earth, orbiting the earth at a very large radius.
The satellite was called Polaris and was recording the objects as I said in the far ultra violate range.
David Serada wrote back to Dr. Nuth to ask him if there were any similar characteristics between these balls and the UFO phenomenon.

If these 40ft balls of water are impacting our atmosphere 10/20 million times a year could the space comets, balls be actually healing our Ozone layer?
Is this proof there is a God? Dr. Nuth please answer!……..Did he answer?
