Here’s a novel idea, prohibit all Catholic churches from using boys in any of their ceremonies. Boys may be present in a Catholic church only if accompanied by a parent or legal guardian and only as a participant among the lay.
But that would smash the image of the Catholic church as being of God that they have to have civil enforcement come in and ban boys from Catholic church to protect them from sexual abuse.
