How Chicago Crime Works

Talk to Chicagoans and they will tell you the media lies about the extent of crime in the city. Here are two stories that directly feed this belief.

Emanuel confident in city’s plan to prevent more mob attacks

Mayor Rahm Emanuel says he’s confident the city has a plan to prevent any more mob attacks this weekend.
Emanuel told reporters Friday morning he’s been talking about the issue, with Police Superintendent Garry McCarthy.
“I’m confident. I’ve talked to Garry at both, as you know, in the morning yesterday (Thursday) and also I think around six o’clock. We were at an event together and we met for about 20 minutes to go over things,” Emanuel said. “But I’m confident in the public safety of our city regardless of what neighborhood you live in. And that we have a strategy of putting more resources, of putting police on the street which is where we need to put those resources. So I am confident as it relates not just to this weekend, but during the week and every weekend in every neighborhood.”
Earlier this week, Emanuel criticized the media coverage of the attacks, saying reporters aren’t devoting the same attention to similar incidents in high crime neighborhoods.

Translation, it’s all about race and if the local Chicago press continues to report about crime in “white” neighborhoods they are being racist. “High crime neighborhoods” is code for black and Hispanic neighborhoods on the west and south sides. Rahm is telling the press to stop reporting about crime in white neighborhoods of the north side and they will. See the next story.

Most Chicago politicians and city council members are largely from these “high crime neighborhoods” (the exception being Rahm). They are only interested in their neighborhoods first. They detest when crime in white neighborhoods gets coverage and response from the CPD. Yes, I am suggesting they are racist and hate it when white neighborhoods get attention.

That’s why Rahm went out of his way to say that the city will patrol for flash mobs not where they are attacking but in the entire city. In other words, they have no plan and nothing is being done. They don’t have enough cops to do patrol the entire city.

If anything the CPD plan is to seek out the gang leaders in Chicago and pay them to make this problem go away. The gangs run the west and south sides, not the cops. In fact, how do we know that the gangs did not send the flash mobs into Streeterville with the express purpose of whipping up hysteria so they would get paid to make them go away?

This is why the story of crime in Chicago is so complicated. The reality of what is happening in the city is not/never reported in the local press.

When race is relevant in news coverage

This week the Chicago Tribune published several news stories and related columns about assaults by groups of youths in the Streeterville area of downtown Chicago. More coverage appears Sunday.

A number of readers have asked why we have not included racial descriptions of the assailants and the victims in these incidents.

We take these matters seriously and reach decisions about them after careful consideration. This is a good opportunity to explain our approach to issues like these.

We do not reference race unless it is a fact that is central to telling the story.

By all indication, these attacks were motivated by theft, not race. Further, there is no evidence to suggest that the victims were singled out because of their race. Therefore we did not include racial descriptions in our initial news reports.

There are circumstances when race may be relevant, such as describing a criminal suspect being sought by police. But this description must be accompanied by other detailed information, such as height, weight, scars, clothing, etc. By adhering to this practice, we guard against subjecting an entire group of people to suspicion because of the color of their skin.

The story had another dimension: The public discussion that followed the attacks. That did involve race.

Fears about safety on Michigan Avenue, Chicago Avenue and other streets in the Streeterville area fueled an intense discussion online and in neighborhoods, stores and offices across the city.

Tribune columnists John Kass, Mary Schmich and Dawn Turner Trice wrote extensively about fears, perceptions, accusations and assumptions regarding the role of race in these attacks. These commentaries took the temperature of this public debate and put it in context.

We are sensitive to public concerns about safety on the streets of Chicago. We will continue to report on these attacks and the city’s response. At the same time, we will be measured and responsible about introducing racial descriptions into the coverage unless they are clearly pertinent and warranted.
