The Constitution DOES grant me the Right to FREE SPEECH (1st Amendment) but does NOT mean that I can force a Newspaper to offer Product/Services/Labor to bring my speech to others. I have a, 2nd Amendment, Right to Weapons, but it does NOT afford me to demand Glock provide me with a Gun and Ammo! Want to exercise your pseudo-Right to Water — DIG A WELL or go scoop it from the Detroit River (again, you do NOT have a Right to enslave/force others to Clean or Deliver the Water for/to you)!!

Certainly NOT ALL are Deadbeats… comprehend hyperbole? But they ALL had ample opportunity to apply for assistance and/or Payment arrangements/plans!
