What do e-bay, Home Depot, Anthem, Sony and the Department of Defense have in common? They have all been hacked! The more your data is shared and stored the more likely it will be hacked. Even though the person in charge of the database where your prescription data records would be kept made the ridiculous claim last year that it couldn’t be hacked, that doesn’t mean your data won’t be released to others who shouldn’t have it.

Remember the Department of Revenue scandal a couple of years ago? The complete list of Concealed Carry Weapons (CCW) permit holders was given to the Social Security Administration even though state law prohibited it! It is possible someone somewhere will interpret a law that says they must surrender your data to people outside the system.

The thought behind the PDMP is understandable. A lot of people doctor shop for drugs and if everyone in the health care chain knew what everyone was prescribed already it would reduce the number of drug overdoses in the state. Laudable but not supportable.

On the surface the Narcotics Control Act or PDMP sounds like a good idea. After all, Missouri is the only state in the country that does not have a PDMP.
As we are in most things, Missouri has been reported to rank pretty much in the middle when it comes to drug overdoses including illegal drug overdoses. It’s been reported that those who become addicted to prescription drugs will go to street drugs if unable to obtain the prescription drug which is the basis of the PDMP.
Remember we said earlier that Missouri was the only state without a PDMP? So that means about half the states that do have a PDMP still have a higher overdose rate than Missouri without a PDMP.

There are a number of reasons to not implement a PDMP. The most obvious is the intrusion of government into the doctor/patient relationship. Obamacare has attacked the doctor/patient relationship on a number of levels. Why does the state need to insert itself even more? It’s up to the doctor and pharmacist to check out your usage and catch any abuse of prescribed medicines.

Another reason is security of your data. All of us have various pieces of information in databases. A lot of it is information we have volunteered to give. In this case, you don’t have to consent to having your prescription usage shared with any health care professional who has access to the PDMP.
And it’s not just health care professionals in Missouri it is nationwide! One person was charged with abusing the PDMP nationally because they wanted to know what celebrities were taking! Your information will be available all across the country.

The reason people support the PDMP to save lives is understandable. The House sponsor has a very personal story as to why she believes it should be implemented. You will be surprised to know that there is no requirement for physicians to use the PDMP. A survey of members of the Missouri Medical Association indicated that doctors said if they were required to use the database meaning there would be penalties for not looking it up, they would oppose the bill.

The Missouri House has passed the bill every year it’s been offered. Your efforts to let your legislator know you oppose this intrusive proposal could make the difference this year.

But even if it doesn’t stop the House, it can have a significant effect on the outcome of the bill in the Senate. The bill is usually filibustered in the Senate. Your and your friends’ response to this issue will let the Senate know ahead of time they should not be putting our prescription drug usage in a database.

We cannot as a country continue to surrender our liberties for a little security without losing both. The PDMP is simply the wrong approach.
