Tornado On Ground: Quad Cities--Cops Using Humvees For Rescue--Dangerous Floods Hit Midwest

I’m sitting 100 feet from an angry Ohio River. The water is slate gray, the clouds are drenching an already saturated ground, and trees give up the ghost in water saturated soils and fall over–right in to power lines. The usual highways and streets are flooding, and motorists are ignoring high water signs, putting themselves and their rescuers in danger.
Police and sheriff’s deputies are patrolling the roads, and have already put the word out for people to keep off streets which habitually flood. Not that it makes any difference: some folk are sure they can walk or drive on water and the cops have to rescue them when they can’t.
Power outages are reported all over. Minneapolis is reporting major power outages:
The thunderstorms that rolled through the Twin Cities area starting around 4 a.m. knocked out power to thousands more customers. While Xcel Energy had restored power to all but about 112,000 by Saturday night, that number had climed to 122,000 by 7:30 Sunday morning, said Xcel spokesman Tom Hoen. MOREHERE
Storms have pummeled Nebraska, Iowa and parts of the upper Midwest, leaving flooded land, damaged houses and power outages behind. The Upper Midwest is at risk for possible tornado producing storms, as the southern midwest, southern Indiana, northern Kentucky deal with flooded roads, power outages and water rescues.

I’m sorry to hear about the disasters in this area and my thoughts and prayers go out to all affected by these storms, but I’m also interested in finding out the “intent” behind this posting.
Is this a “pro” or “con” story?
The fact that the police used “Humvees” to rescue people, made me wonder.
A “Humvee” is a “military” style vehicle, see what I mean?
If the police in question, used Humvees as a last resort to rescue people, then they had to do, what they had to do, and more power to them.
But, if on the other hand, they were conducting some military or other gov, anti-American citizen drill at the time, then that changes the whole story, see what I mean?
