                                            and HEROIN, Says Humboldt Drug Task Force

To date, HCDTF has confiscated 27.36 pounds of methamphetamine, 34.57 pounds of heroin, and 3.06 pounds of cocaine. Some of these stats are based upon investigations involving these fugitives.

After a several month-long investigation, the Humboldt County Drug Task Force (HCDTF) has identified Rodrigo Moreno Rios (aka “Shorty”) as one of the primary leaders in a Drug Trafficking Organization (DTO) in the Eel River Valley.  Moreno Rios is believed to employ multiple individuals who assist in the delivery of heroin to Humboldt County communities.

On September 13, 2018, at approximately 9:45 a.m., HCDTF Special Agents, with the assistance of the California Highway Patrol, Fortuna Police Department, and Humboldt County Sheriff’s Office, served six search warrants at the following residences:

3100 block of Smith Lane, Fortuna                     
3200 block of Smith Lane, Fortuna
1900 block of South Second Avenue, Fortuna
2600 block of Boone Street, Fortuna
1500 block of Ronald Avenue, Fortuna
Private road, Niles Lane, Loleta

These search warrants were related to properties frequented or occupied by Rios and members of the DTO. In addition to the search warrants, Ramey Warrants were obtained on the following individuals: Rodrigo Moreno Rios (age 40), Ubaldo Mendez-Carino (age 45), Arturo Ruiz-Anguiano (age 19), and Cesar Cabrera-Barragan (age 37).

As a result of the investigation, agents seized approximately ¾ of a pound of suspected heroin and over $40,000 in U.S. currency. This currency is believed to be the proceeds of illegal narcotics sales and will be held pending asset forfeiture proceedings.
During the serving of the search warrants, Mendez-Carino, Ruiz-Anguiano, and Cabrera-Barragan were contacted and arrested on their outstanding Ramey Warrants. The charges on these warrants include conspiracy to transport and possess controlled substances for sales. These subjects were subsequently transported to the Humboldt County Correctional Facility where they were booked on their outstanding warrants. Agents were unable to locate Rios and he remains a fugitive at large.

SHERIFF’S OFFICE SEEKS PUBLIC’S HELP FINDING FUGITIVES ASSOCIATED WITH DRUG TRAFFICKING:

The Humboldt County Drug Task Force (HCDTF) seeks the public’s assistance with the apprehension of several fugitives associated with various drug trafficking organizations. These fugitives currently have felony arrest warrants issued from the Humboldt Superior Court.

Rodrigo “Shorty” Moreno Rios 10/17/1976 – Conspiracy to Distribute Heroin – $250,000 bail 


       Ariel Arguelles-Sosa 11/26/1977 – Cocaine distribution – $200,000 bail : Ariel Arguelles-Sosa

Juan Barraza-Hidalgo 06/26/1997 – Transportation of controlled substances-$550,000 bail Juan Barraza-Hidalgo

    Rudy IsmaelNunez 01/14/1992 – Transportation and sales of narcotics – $50,000 bail:                                              Rudy Ismael Nunez

Oscar Carranza 10/09/1996 – Possession of controlled substance – $100,000 bail Oscar Carranza

  Juan Reyes-Perez                           06/24/1988 – Transportation of controlled substances -$100,000 bail :                             Juan Reyes-Perez

Ricardo Avalos 05/10/1980 – Transportation of controlled substances-$50,000 bail Ricardo Avalos

HCDTF credits tips received by the public which has assisted in numerous investigations. Anyone with knowledge of the current whereabouts of these fugitives is asked to call the Humboldt County Drug Task Force at 707-444-8095 or the Humboldt County Sheriff’s Office Tip Line at 707-268-2539.

PREVIOUS Chapters:

“Shorty” was not only arrested, served time in prison AND deported in 2007 but came back into the country from Mexico and managed to repeat the procedure. 

On 09/25/13 detectives with the Eureka Police Department’s Problem Oriented Policing Unit (POP), contacted “Shorty”, Rodrigo Moreno Rios (37) during a traffic stop in the 1600 block of Highland Avenue, in Eureka.

Rios was detained at the scene based on a search warrant the detectives had obtained, prior to the traffic stop.

As a result of their investigation, the detectives located approximately 17 grams of heroin.

Rios was taken into custody and booked into the Humboldt County Correctional Facility for Driving While Unlicensed and Possession of Heroin for Sales.

Rios, who is a previously deported felon, was arrested in 2007 for Driving While Unlicensed, Possession of Heroin for sales, and Transportation of Heroin. As a result of that arrest, Rios was sent to prison then deported AGAIN.

Unfortunately, I have been unable to find out these mens States of Origin; since “Shorty” has been arrested and deported several times I do believe it is safe to assume they may all be Undocumented.
