1. Tenure
2. Veteran status
3. Total federal civilian and military service
4. Performance

Judging by those at airports I seen interviewed in the media, I hope all of them lose their jobs and have to go out and find real work.
President Trump is clever, either way.
He is either what he claims to be and is beating Congress at its own game the way President Clinton did or he is the best actor on the planet and playing a part in big brothers play.
