Not really. Ordinary soldiers are the meat in the sandwich, between opposing power structures.
 Attacking the structures themselves invites inevitable retaliation, so you sacrifice troops in their millions and see who wins the game of chess.
This is how all wars have been fought in the 20th and 2st centuries after Christ.
Before that it was a different story. There were no long range missiles, no highly disguised saboteurs that could slip by the screening process, no secret electronic communications, nothing that would make such an attack successful. Today is different. Leaders are vulnerable and the MAD but unspoken doctrine kicks in.
During a nuclear exchange all that will be off the table however so both sides are risk averse enough to avoid escalation that would have unforeseen outcomes.
This is the real MAD doctrine that no one talks about.
Just talking about it increases the risk. It puts ideas in people’s heads, people who think they have nothing left to lose.

Aliens can monitor everything that goes on on the earth and they may be a rogue factor no one has considered yet. The dark aliens know they are outgunned by the “benevolent” aliens so nothing can be expected from that side.
What about the benevolent aliens intervening?
They have in some instances but humanity is left to itself in most cases, in the interest of purification, judgment, human growth and development.
It is sin which results in war and the zeitgeist is affected by it one way or another. We are all connected and in some manner interwoven.
Everyone has an influence on war or peace.
You are not conscious of it but you have.
That was the core of the meaning of John Kennedy’s speech where he used the term “Ask not what your country can do for you. Ask what you can do for your country.” And it is very real.
It is tangible. You are a warrior in the battle between good and evil, on one side or the other and the more you do, a tiny amount you think, but this is not true, the more your side advances.
