The CIA refused to share information about the recruits with the FBI, thereby preventing the FBI from launching a criminal investigation that could have stopped the terrorist plot
Other evidence points to an even more sinister possibility, namely that U.S. authorities not only knew about the potential for an attack beforehand, but were part of it
