ADL proposes ‘whole of society’ offensive against domestic terrorism

Citing the deadly Jan. 6 insurrection at the U.S. Capitol, the Anti-Defamation League says the threat of domestic terrorism is so serious that it requires a “whole of society” offensive, comprising federal and state governments and the tech sector.

The plan ADL launched Wednesday, simultaneously with its annual report on murders by extremists, calls on the Biden administration to convene a Preventing Domestic Terrorism Summit bringing together state, federal and private sector officials.

“On January 6, Americans watched as an insurrection fueled by violent conspiracy theories and white supremacy gripped the nation and attacked our democracy,” the report said. “This was a predictable act of political violence fueled by years of increasing extremism; the forces that led to the attack on our Capitol continue to pose a threat to American security and democracy.”

The ADL and other groups have faulted former President Donald Trump’s administration for playing down the threat from white supremacists and domestic terrorists. The Jan. 6 insurrection was spurred by Trump’s false claims that he and not Joe Biden had won the election.

The proposal calls for greater interagency coordination at the federal level and for states to designate officials that would work with the federal government in identifying domestic threats.

One ADL recommendation may draw scrutiny from other civil liberties organizations wary of government impinging on speech freedoms. The proposal calls on Congress to “investigate any complicity between social media companies and extremists, and make social media platforms more transparent and accountable for dangerous disinformation and misinformation.”

The proposal also calls for the identification of elected and other officials who identify with extremist groups like QAnon, the conspiracy movement that peddles false slanders, including some with anti-Semitic themes, and for the tracking of terrorist white supremacist groups overseas.

The report on murder and extremism said domestic extremists killed at least 17 people in the United States in 15 incidents in 2020, the lowest number since 2004. All but one of the murders were linked to right-wing extremism.
The low number is due to the absence of mass killings, the report said, and sounds a note of caution, saying that extremists remain active.

There is an emerging social justice system based in communitarian philosophy, called communitarian law. Communitarian law is enforced at the local, regional, and international levels. Recorded case law for communitarian jurisprudence rests with the European Communitarian Court of Justice. The substitution of communitarian law in the U.S. rests with national and locally elected lawmakers.

Every new law in the U.S. that balances individual rights against “Community” rights is a communitarian law. This definition includes environmental laws that infringe on property rights and the creation of victimless “crimes” (like DUIs and mandatory safety laws, helmets, seat belts, etc).

A field of study mostly ignored by Americans and their attorneys, it is however well-covered within the global academic community and elite groups. Chances are good you’re not a part of them.

CARLSON: The ADL was such a noble organization that had a very specific goal, which was to fight antisemitism. That’s a virtuous goal. I think they were pretty successful over the years. Now it’s operated by a guy who’s just a Democratic Party – just an apparatchik of the Democratic Party. And I have to say, it’s important for people with moral authority to stand up and say that, you know, because it’s very corrosive for someone to take the residual moral weight of an organization that he inherited and use it for partisan ends, which is what they’re doing.

So the “great replacement” theory is, in fact, not a theory. It’s something that the Democrats brag about constantly up to and including the president. And in one sentence it’s this: rather than convince the current population that our policies are working and they should vote for us as a result, we can’t be bothered to do that. We’re instead going to change the composition of the population and bring in people who will vote for us. So that’s, there isn’t actually inherently a racial component to it, and it’s nothing to do with antisemitism.

KELLY: It’s a political point you’re trying to make.

CARLSON: Yeah I don’t know what the ADL is doing weighing in on this. It has nothing – it has nothing to do – I mean that’s just insane. And obviously, I’m not going to stop saying it because they’re saying it.

Many organizations in our communities find themselves in spaces with the ADL, using its anti-bias education materials, or counting on the ADL to support our political goals. In light of a growing understanding of the ADL’s harmful practices, many progressive groups are rethinking those relationships.
Even though the ADL is integrated into community work on a range of issues, it has a history and ongoing pattern of attacking social justice movements led by communities of color, queer people, immigrants, Muslims, Arabs, and other marginalized groups, while aligning itself with police, right-wing leaders, and perpetrators of state violence. More disturbing, it has often conducted those attacks under the banner of “civil rights.” This largely unpublicized history has come increasingly to light as activists work to make sense of the ADL’s role in condemning the Movement for Black Lives, Palestinian rights organizing, and Congressional Representative Ilhan Omar, among others.

We are deeply concerned that the ADL’s credibility in some social justice movements and communities is precisely what allows it to undermine the rights of marginalized communities, shielding it from criticism and accountability while boosting its legitimacy and resources. Even when it may seem that our work is benefiting from access to some resources or participation from the ADL, given the destructive role that it too often plays in undermining struggles for justice, we believe that we cannot collaborate with the ADL without betraying our movements.

The Anti-Defamation League (ADL) has branded itself as a civil rights organization in ways that conceal and legitimize its right-wing activities undermining the rights of Black, immigrant, queer, Muslim, Arab, and other marginalized communities.

Many progressive individuals and organizations partner with the ADL not knowing its ongoing legacy of supporting racist policing, surveillance, colonialism, and the silencing of social justice activism. Misinformation about the ADL’s work, and its credibility in progressive circles, are what allow the ADL to continue harming social justice movements.

The following primer was compiled by organizations across the US working in coalition for freedom, justice, and equality. We hope it can be helpful in strengthening all of our social justice movements in resisting repression and advancing a vision of liberation for all. Many conflicts between the ADL and our movements are not covered in this primer. Community efforts to resist the ADL are also not covered here. History of targeting and surveilling progressive movements

In August 2017, following the white supremacist rallies in Charlottesville, the ADL issued a “primer for law enforcement” advising cops to film and plant undercover agents among anti-racist protesters in order to use surveillance footage to prosecute them. The ADL advised police to search protesters before confining them in “assembly zones.” When news of the ADL memo surfaced, the ADL took it down and said they deferred to law enforcement to make the right choices when it comes to decisions around infiltrating and filming protesters.

The ADL’s actions in Charlottesville are part of a long history of surveillance of social justice movements, including civil rights, anti-Apartheid, immigrant, farmworker, queer, Palestinian rights, and labor movements. An extensive report by the International Jewish Anti-Zionist Network (IJAN) outlining attacks on social justice movements worldwide contains more than 40 mentions of the ADL. The IJAN report touches on the ADL’s longtime surveilling of progressive movements as a proxy for the US and Apartheid South Africa governments [p.23]:

Today, the ADL is the single largest non-governmental police trainer in the country. The ADL 2016 annual report boasted that 100% of major US metropolitan police departments have sent participants to Israel and the ADL’s Advanced Training School in Extremist and Terrorist Threats. These trainings deepen the militarized, racialized policing of US neighborhoods, treating low-income neighborhoods and communities of color as counterinsurgent “human terrain,” just as Israeli forces view the Palestinian communities they occupy. Shared counterinsurgency tactics include the use of “less-lethal” munitions for crowd control — meaning weapons that “only” maim and can be used by police against local populations.

The ADL is the subject of a national Deadly Exchange campaign to end these police exchanges organized by the ADL along with neoconservative groups like the Jewish Institute for National Security of America (JINSA). Through these exchanges, US police chiefs, ICE officers, campus security, and other high-ranking law enforcement officials travel to Israel — which, like the US, has an extensive record of state oppression — to trade practices with Israeli police, military and intelligence agencies. US and Israeli officials trade surveillance and suppression tactics and technology honed through both countries’ legacies of state violence against Black, brown, and native communities.

Programs, initiatives and impact:
By sharing relevant information with law enforcement, we disrupt hate crimes and extremist activity, protecting vulnerable communities from violent threats. We provide law enforcement with educational briefings to help them understand what motivates extremists, how they communicate, and how to respond to emerging physical and online extremist threats from across the ideological spectrum.

We educate annually an estimated 15,000 law enforcement personnel from local, state and federal agencies. In 1999, ADL and the U.S. Holocaust Memorial Museum created the Law Enforcement and Society program to educate law enforcement on the lessons of the Holocaust and how to apply those lessons to effectively safeguard democracy and protect against abuse of power. 140,000 law enforcement professionals have participated in the program; it has become a mandatory training requirement for all new FBI Special Agents and Intelligence Analysts.

In 2003, ADL founded the Advanced Training School, which has provided education on extremism and terrorism for senior law enforcement from more than 250 agencies across the U.S. This three-day course provides an examination of major types of extremist movements, case studies of recent terrorist acts presented by law enforcement leaders with firsthand experience, and guidance on the critical importance of protecting civil rights and liberties. Past courses have featured information on global threats and homegrown violent extremism, an inside look at hate by a former white supremacist, and the cyber threat landscape. Recent case studies analyzed how law enforcement responded to the shootings at the Tree of Life Synagogue in Pittsburgh in 2018 and the Pulse nightclub in Orlando in 2016.

Examples of Impact:
In February 2020, following the murder of an Alabama police officer, ADL’s COE identified the suspect, Preston Johnson, as a white supremacist, and shared those findings with law enforcement officials.

One month later, as the coronavirus pandemic tightened its hold and Zoom meetings proliferated, ADL noted an increasing number of “Zoombombing” incidents, deliberate disruptions of Zoom calls with offensive sounds and images often targeting Jewish audiences. Within days, experts identified known white supremacist Andrew Auernheimer as one of the prime perpetrators.

In June 2020, Ohio neo-Nazi Matthew Slatzer was indicted on federal weapons charges after ADL experts identified him at a number of private and public events. He was captured on film at an April 2020 re-open protest, holding an antisemitic sign.

In December 2020, ADL joined law enforcement in helping a Jewish day school in New York that was the subject of a horrific cyberattack. Students and parents saw Nazi symbols and vile antisemitic language flash across their screen. ADL immediately connected school officials with the appropriate authorities and hosted a webinar on cyberhate for the community, with ADL experts and FBI special agents, discussing ways parents can protect their family, and how religious institutions can protect their members.
