A THREAT TO FUNDAMENTAL RIGHTS
Under this legislative proposal, once a public health emergency is declared, governors and state public health authorities would be granted greatly expanded police powers. While a few other actions are enumerated, I want to bring to your attention 10 main powers conveyed into the hands of only a very few individuals by this model plan.

Under the Model State Emergency Health Powers Act, upon the declaration of a “public health emergency,” governors and public health officials would be empowered to:

Force individuals suspected of harboring an “infectious disease” to undergo medical examinations.

Track and share an individual’s personal health information, including genetic information.

Force persons to be vaccinated, treated, or quarantined for infectious diseases.

Mandate that all health care providers report all cases of persons who harbor any illness or health condition that may be caused by an epidemic or an infectious agent and might pose a “substantial risk” to a “significant number of people or cause a long-term disability.” (Note: Neither “substantial risk” nor “significant number” are defined in the draft.)

Force pharmacists to report any unusual or any increased prescription rates that may be caused by epidemic diseases.

Preempt existing state laws, rules and regulations, including those relating to privacy, medical licensure, and–this is key–property rights.

Control public and private property during a public health emergency, including pharmaceutical manufacturing plants, nursing homes, other health care facilities, and communications devices.

Mobilize all or any part of the “organized militia into service to the state to help enforce the state’s orders.”

Ration firearms, explosives, food, fuel and alcoholic beverages, among other commodities.

Impose fines and penalties to enforce their orders.

As you can imagine, citizens across the country–at least the ones who were informed about it–were quite concerned about this model legislation. The American Legislative Exchange Council and other groups immediately began tracking the issue and reporting on how such legislation could affect citizens’ individual freedoms and property rights. As Time magazine recently reported, gun activists were some of the strongest and most influential opponents.

Consequently, a revised model bill was released on December 21, 2001. Both models–which the states are using in formulating legislation–are on line at www.publichealthlaw.net. I encourage you to read them.

In an attempt to make the October draft appear less authoritarian, several words were changed in the December draft. For example, the revised language calls for “protecting” persons rather than “controlling” persons during a public health emergency. It says that the state would “manage” private property rather than “control” private property during a public health emergency. And it removes any direct mention of rationing firearms or alcoholic beverages but still retains the right to ration “other commodities,” which clearly could be interpreted to include guns and alcoholic beverages–or many other items for that matter.

The revised model bill also contained two major changes. For those who may have been concerned initially about the new police powers granted, the revised text actually broadens them to include local governments as well as state officials. Furthermore, the revised language incorporates powers over medical licensing laws. Thus, health care facilities, doctors, and other providers will have to abide by added licensure requirements during a public health emergency to maintain or guarantee their right to practice medicine or run a health care business.

The CDC is a Non-Governmental Agency, Not Part of our Government.

After terrorist attacks on New York City and Washington, D.C. on September 11, 2001, and subsequent threats of biological warfare against U.S. citizens, federal health officials immediately began preparing for mass anthrax and smallpox vaccination campaigns. National vaccination programs targeting civilians, including children, were proposed in model state legislation created by Lawrence Gostin, of the Georgetown Center for Law and the Public’s Health with funding from the CDC. The MSEHP laws proposed to re-write state public health laws to give government health officials sweeping new power over citizens when public health “emergencies” were declared by the Secretary of DHHS or state governors.

The National Vaccine Information Center, along with the ACLU and other organizations concerned about lack of informed consent protections and other threats to civil liberties, opposed the legislation. NVIC took the position that, while it is critical for the U.S. to have a sound, workable plan to respond to an act of bioterrorism, as well as enough safe and effective vaccines stockpiled for every American who wants to use them, there are legitimate concerns about a plan which forces citizens to use vaccines without voluntary, informed consent. 
The MSEHPA, which was passed by many states in 2002, included provisions that would allow state health officials to use the state militia to:

take control of all roads leading into and out of cities and states; 
seize homes, cars, telephones, computers, food, fuel, clothing, firearms and alcoholic beverages for their own use (and not be held liable if these actions result in the destruction of personal property); 
arrest, imprison and forcibly examine, vaccinate and medicate citizens without consent (and not be held liable if these actions result in your death or injury).

In short, martial law can be imposed when civil rule fails, temporarily being replaced with military authority in a time of crisis. Though rare, there have been a number of notable U.S. cases where martial law came into play, including in times of war, natural disaster and civic dispute — of which there has been no shortage in 2020.
While no precise definition of martial law exists, a precedent for it exists wherein, “certain civil liberties may be suspended, such as the right to be free from unreasonable searches and seizures, freedom of association, and freedom of movement. And the writ of habeas corpus [the right to a trial before imprisonment] may be suspended,” according to documents from JRANK, an online legal encyclopedia.

Martial law may be declared by both the president and by Congress. State officials may also declare martial law, according to the Brennan Center for Justice, however, “their actions under the declaration must abide by the U.S. Constitution and are subject to review in federal court.”

“Notorious examples include Franklin D. Roosevelt’s internment of U.S. citizens and residents of Japanese descent during World War II and George W. Bush’s programs of warrantless wiretapping and torture after the 9/11 terrorist attacks,” the Atlantic reported. “Abraham Lincoln conceded that his unilateral suspension of habeas corpus during the Civil War was constitutionally questionable, but defended it as necessary to preserve the Union.”
Throughout the course of U.S. history, federal and state officials have declared martial law at least 68 times, according to Joseph Nunn, an expert with the Brennan Center for Justice.

Quarantine separates and restricts the movement of people who were exposed to a contagious disease to see if they become sick. In addition to serving as medical functions, isolation and quarantine also are “police power” functions, derived from the right of the state to take action affecting individuals for the benefit of society.

Federal Law:  The federal government derives its authority for isolation and quarantine from the Commerce Clause of the U.S. Constitution.

Under section 361 of the Public Health Service Act (42 U.S. Code § 264), the U.S. Secretary of Health and Human Services is authorized to take measures to prevent the entry and spread of communicable diseases from foreign countries into the United States and between states.

The authority for carrying out these functions on a daily basis has been delegated to the Centers for Disease Control and Prevention (CDC).

Fifty years ago this month, on October 16, 1970, Canada’s government—headed by the Liberal Party’s Pierre Elliott Trudeau, the father of the country’s current prime minister—invoked the draconian War Measures Act. On the bogus claim Quebec was in a state of “apprehended insurrection,” basic civil liberties were suspended.

In the hours that immediately followed, police carried out raids without warrants across Quebec and took hundreds of people into detention. Many of the detained would be held for weeks without charge.

CAMPAIGN OF FEAR
Corporate mainstream media campaign of fear:
First and third-world nations alike follow suit by “flexing their authority” and imposing quarantines, body-temperature checks, and other “airtight rules and restrictions” – most of which, the report is careful to note, remain in place even as the pandemic recedes into the past. “In order to protect themselves from the spread of increasingly global problems – from pandemics and transnational terrorism to environmental crises and rising poverty – leaders around the world took a firmer grip on power.”

This global power-grab is facilitated by a frightened citizenry who “willingly gave up some of their sovereignty – and their privacy – to more paternalistic states in exchange for greater safety and stability…tolerant, and even eager, for top-down direction and oversight.” Everything from tighter biometric identification to stricter industrial regulation is welcomed with open arms. It takes over a decade for people to “grow weary” of the authoritarian controls imposed in the wake of the pandemic and hints that even the civil unrest that ultimately manifests is focused on the developed world. After all, a popular uprising in the technocratic police state envisioned by the simulation would be all but impossible – as it will be in real life once 5G makes real-time total surveillance of all cities a reality.

“Lock Step” devised by the Rockefeller Foundation in conjunction with the Global Business Network. The scenario, one of four included in a publication called “Scenarios for the Future of Technology and International Development” in 2010, describes a coronavirus-like pandemic that becomes the trigger for the imposition of police-state controls on movement, economy, and other areas of society.

Coronavirus is not the doomsday epidemic it is being portrayed as by irresponsible media actors. But as the Lock Step scenario makes clear, one does not need massive die-off or victims exploding in geysers of blood in the streets to achieve desired social goals. It’s possible the novel coronavirus epidemic is a “dry run,” a test of both China’s readiness to handle an outbreak and of the international community’s reaction to such a plague. It’s even possible, though unlikely, that the epidemic was a mistake – that the virus escaped from a lab, likely American, by accident.

It’s also possible the plague may suddenly become more virulent. Certainly, the media buzz the first week of February is that coronavirus is close to being declared a “pandemic” by the WHO, which will necessitate the type of control measures hinted at in Lock Step and described more exhaustively in Event 201. From “limited internet shutdowns” and “enforcement actions against fake news” to government bailouts of “core” industries, mandatory vaccinations, property seizures, and other police-state provisions laid out in the Model State Emergency Health Powers Acts passed in many US states in the paranoid aftermath of 9/11, the totalitarian nature of these provisions is limited only by the imagination of the regime carrying them out. Once events proceed to that stage, it is extremely difficult to reverse them. We would be wise not to allow this to happen.

Never let a good crisis go to waste?
The real-life coronavirus is much less virulent than the pandemic described in Lock Step, with an official death toll of “just” 427 and a global infection toll of “only” 20,629 as of February 4, and the dead were mostly over 60 with preexisting medical issues. Economies worldwide are nevertheless in free-fall just like the simulation predicted.
