Tragic incidents dichotomy
In yet another TRAGIC incident, bomb blasted in New Delhi killing 10+ and injuring many, last major incident occured in Mumbai JULY 2011. There has been no official confirmation of these blasts culprits or outfits responsible!

The blast took place at around 10.15 am. Home secretary RK Singh told reporters the explosives were placed in a briefcase at the high court reception where hundreds of people come through every day to attend court cases.
While government has not officially commented and held any outfit responsible yet, it could be any of past known outfits, namingly many are known by colors now, saffron terror, green terror, blue terror, pink terror, etc.etc….
Other cause/concern/clues?
From reports the explosive was placed in BRIEFCASE, while we know regular business/officials use briefcase for documents/paper-money/etc/etc,
However, going by recent incidents and events in india ‘anti-corruption/scams/frauds’ drive, could it be that some frustrated/ disgruntled person fed-up of giving BRIBE placed explosive instead of CASH as a BRIBE/payment in briefcase?
