Geoengineering New Secretive Militarized Research Boom

As the United States war against Russia and thus, WWIII draws nearer, a federal agency with US Department of Defense (DoD) interests officially recommended furthering geoengineering weather modification “research”. This legitimizes the controversial geoengineering science and possibly violates international law regarding weaponized environmental modification. Weather modification weaponry, used over fifty years, is now classified as a weapon of mass destruction banned by treaties. Feasibly, weather weapons rather than nuclear could be planned in war against Russia. Today, the US is waging economic, financial and psychological warfare against Russia; there are more US-NATO troops deployed to the area than since WWII; and US-NATO heavy artillery line Russia’s borders. This week, all of Europe braces for a nuclear WWIII, but could a different weapon of mass destruction be employed, one more covert?

The Obama administration and now president-elect Trump’s selected cabinet show little sign of anything but war against Russia. The propaganda offensive script against Russia has been the same as before all major wars of aggression the US has waged: the US does not negotiate with “war criminals”; it organizes regime-change operations; it wages war and generally assassinates the opposing nation’s leader and hundreds of thousands of innocent people die — all under the guise of humanitarianism with Americans’ support. There are mega Wall Street profits via the defence industry, a small fraction trickling down to slaves in the defence industry, who believe in war and jobs it brings.

Using this same script on Russia poses far greater risks. Russia holds the world’s second largest nuclear-weapons stockpile. The next stage in the orchestrated offensive threatens catastrophic consequences for the entire world if nuclear weapons are deployed, as threatened. Shrouded in secrets, however, there are, however, other weapons of mass destruction, ones both Russia and the US have developed.

This month, officials with the US. Global Change Research Program (GCRP) quietly recommended two new areas of “research  programs” involving geoengineering. The GCRP involves thirteen federal departments and agencies, including the DoD. Created by a presidential initiative in 1989, the GCRO became law as part of the Global Change Research Act of 1990.

That 1990 law required research to help “assist the nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change” – including “related issues.” The GCRP Subcommittee Principals include Scott Harper, DoD (Acting). The GCRP Strategic Planning Integration and Writing Team includes two men representing the DoD: Jeffrey Arnold and Daniel Eleuterio.

The program focuses on, or ostensibly uses climate change and combating alleged man-made climate change effects to obtain funds for the scientific community’s research into various fields. Geoengineering is usually thought of a controversial type of weather modification researched. The public has been told that until recently, this science was too unpredictable to attempt on a large scale, untrue, according to scholars, adding to critics’ conclusion of a major geoengineering government cover-up, not the least being obvious ominous chemtrails.

“Now, the GCRP has released a new report detailing the path of research into climate change, including new research on geoengineering,” Derrick Broze reports for Activist Post.

Geoengineering is discussed in two paragraphs of the GCRP’s 119-page plan, both focusing on carbon emissions, but including:

Weapon of Mass Destruction Cover-Up

After government scientists published the first National Climate Assessment Report, they were accused of information suppression and complacency regarding down to Earth humanitarian public works issues, such as New Orleans flood defences. Greenpeace, the Center for Biological Diversity and Friends of the Earth challenged such delays in federal district court on August 21, 2007.

Despite declassified documents that include evidence of weather and climate environmental modification including weather weapons and subsequent treaty against such weapons, the topic of geoengineering is systematically omitted from climate change scientists’ debate and symposiums. Chossudovsky has asserted:

“‘Climatic warfare’ potentially threatens the future of humanity, but has casually been excluded from the reports for which the IPCC [International Panel on Climate Change] received the 2007 Nobel Peace Prize.  It [was] also excluded from the November 2015 Paris Climate Summit.”

Environmental modification techniques have been used for decades to alter weather and possibly climate for the purpose of human control and death, as a weapon. Why do most climate scientists keep this topic taboo? Yes, weather and climate are different entities, but are they not closely enough related to consider weather weapons, especially considering US military plan to own the weather in eight years? Some scholars assert that already the military is not only manipulating weather, but also climate.

“Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use,” asserted Michel Chossudovsky in 2004 in his article, “The Ultimate Weapon of Mass Destruction: ‘Owning the Weather’ for Military Use.”

Chossudovsky, award-winning author, professor of economics at University of Ottawa and editor at the Centre for Research on Globalization, (www.globalreasearch.ca.), wrote in that article:

“Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

“The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which was developed under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP  is  is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

“Weather-modification, according to the US Air Force document AF 2025 Final Report, ‘offers the war fighter a wide range of possible options to defeat or coerce an adversary’, capabilities, it says, extend to the triggering of floods, hurricanes, droughts and earthquakes:

‘Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.””

In 1977, an international Convention ratified by the UN General Assembly banned ‘military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects.’  According to the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques:

As nuclear World War III is discussed and dreaded in relation to the present war against Russia, according to Chossudovsky’s previous scholarly articles, deploying a weather weapon of mass destruction is not far-fetched. Sanctions that the US and EU have imposed on Russia are part of a larger military agenda, one agreed by NATO in a summit 2014, Chossudovsky told RT. He called this economic and financial warfare.

Former US defence secretary William Cohen justified increasing geoengineering research by saying: “Terrorists are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes and volcanoes remotely through the use of electromagnetic waves. It’s real, and that’s the reason why we have to intensify our efforts.”
