Even the most casual observer can see what President Barack Obama is up to.
His recent wake of unilateral actions on his way out the door appear designed to cut a wide swath through President-elect Donald Trump‘s agenda, The Hill reported.
Every president polishes his legacy during his last term, but Obama’s decisions of late seem particularly crafted to thwart Trump. It’s hard not to notice both the timing and the tone.

Here, in chronological order, are the highlights:
1. On Nov. 10, just two days after the election, the Interior Department closed off 1.6 million acres of Western land to oil and gas leasing, according to Breitbart. One wonders if they would have done the same had former secretary of state Hillary Clinton won the election.
2. On Dec. 17, Obama designated the bulk of U.S.-owned waters in the Arctic Ocean and certain areas in the Atlantic Ocean as indefinitely off-limits to future oil and gas leasing, CBS News reported.
4. Last Friday, the Obama administration allowed the U.N. Security Council to condemn Israeli settlement activity, shredding a decades-old relationship of protection the U.S. has nurtured with Israel.
5. And in what could only be described as a “land grab,” the White House announced this week the creation of two new national monuments in the West, totaling another 1.6 million acres.
Obama created the monuments under the American Antiquities Act of 1906 and has often come under fire for what the National Cattlemen’s Beef Association termed “Antiquities Abuse,” threatening the livelihood of family ranching operations.
While Trump continues to maintain a civil discourse, incoming White House press secretary Sean Spicer acknowledged on Thursday that Obama’s actions were making it “a little bit tougher” for the transition.
Despite what is a clear intent to put sand in Trump’s administrative gears, the president-elect has made his intentions clear to move forward with controversial counterterrorism efforts, including his proposal to ban immigration from countries with ties to Islamic extremism.

None of this matters. Trump can repeal any executive orders issued by Obama the day he takes office. Some of the items you mentioned above aren’t even executive orders anyway.
16 AM Jur 2d (Volume 16 American Jurisprudence, second series) section 177 on Constitutional Law, which states:
“The general rule is that an unconstitutional statute though having the form and name of law, is in reality no law, but is wholly void, and ineffective for any purpose; since unconstitutionality dates from the time of its enactment and not merely from the date of the decision so branding it, an unconstitutional law, in legal contemplation, is as inoperative as if it had never been passed. Such a statute leaves the question that it purports to settle just as it would be had the statute not been enacted.
“Since an unconstitutional law is void, the general principles follow that it imposes no duties, confers no rights, creates no office, bestows no power or authority on anyone, affords no protection, and justifies no acts performed under it . . . ‘No one is bound to obey an unconstitutional law and no courts are bound to enforce it.’ ”
