Why didn’t they shoot down the missile? Because it’s illegal.
The boundary between air space and outer space is conventionally considered 100 miles. Anything above 100 miles, which is where all satellites orbit and freely cross national boundaries, is neutral space. North Korea’s missile was in outer space when it crossed Japan so it was illegal for anyone to shoot it down.
Japan is a small country, so it abides by international law. The US and Israel are backed by atomic might so they can ignore international law. Trump is telling Japan don’t worry about international law, we will back you up when you break it.
