North Korea says it has suspended its nuclear and long-range missile tests and will close its nuclear test site. The surprise announcement comes just days before North Korean leader Kim Jong Un is expected to meet for a summit with South Korean president Moon Jae-in. Errol Barnett reports.

I don’t think it’s so much a change of heart as it is a show of gratitude for allowing talks to happen. Like the US promised them that no military drills or attacks would happen while the North and South talked, NK is promising no nuclear drills or the such while these talks are going on. He isn’t giving up nuclearization just yet, but those who recall, Trump said he would not consider talks with the North unless nuclear testing and the likes came to a stop. What Kim does after the meetings are up to him.
