I call B.S. !!! E M Ps and other electrical disturbances move at the speed of light and could not be captured on film. More than likely a transformer or switchgear malfunction or the outage would be over a very wide regional area. Either that or it’s the BORG coming to assimilate us !!
I actually saw that happen once. Probably a very rare occurrence. What caused it was lightning striking a power pole. The atmosphere is highly ionized all around a lightning bolt. When the lightning hit the power pole there was a BIG super bright ball of blue fire resembling an electrical arc in color but it was a ball. It slid down the power lines about 50 feet and then disappeared. Ionized air will conduct electricity very well and the high voltage power lines (probably around 3000 volts) were conducting through this ionization causing this phenomenon. I bet this is likely what happened in your picture as I see a cloudy sky in the back ground..
