Why does this legal term exist?: “INCLUDING BUT NOT LIMITED TO”

It exists because of a little known legal maxim:

Thus if you do not say, “INCLUDING BUT NOT LIMITED TO,” then everything else not listed is EXCLUDED!!!!

So in (9) it says that the geographical boundaries includes the “STATES” and the “DISTRICT of COLUMBIA,” and because of “EXPRESSIO UNIUS EST EXCLUSIO ALTERIUS,” all others are thus excluded.

But when we look at (10) we find that “STATE” has been “RE-DEFINED” and analyzing its definition we see that “STATE” “INCLUDES the DISTRICT of COLUMBIA.” Thus because of EXPRESSIO UNIUS EST ALTERIUS,” all others “NOT MENTIONED” are “EXCLUDED.”

Thus “STATE” = “DISTRICT of COLUMBIA”

Re-inserting the definition of “(10) STATE” back into (9) we get:

(9) United States
The term “United States” when used in a geographical sense includes only the DISTRICT of COLUMBIA and the DISTRICT of COLUMBIA.

Which reduces to:

And that is how you hide TREASON in plain site. So the criminals know that they are not standing in the “United States” because the “United States” is only the area of WASHINGTON DC (District of Criminals), but everyone else like you and me we have all been tricked into becoming a CITIZEN of a FOREIGN CORPORATION providing “government services” which was hired by secret contract without the public’s knowledge (TREASON). And if you look at the legal definition from the “legal law dictionary” of the word “PERSON” it says that a “PERSON” is a “CORPORATION.”
