I have my doubts that both parties would agree to not being needed since they both have their agendas they would like to legislate and allot of them would consider this to be a dictatorship and oppose that, they like their legislative powers and Biden not requiring them for legislation would hence violate the separation of powers of which both parties would not like. However if the parties have agreed to a period for a police state to be instituted for let us say domestic terrorist and insurrections as well as medical martial law due to COVID 19 and mass vaccination by the military well then that might be a reality but it would be hard to sell to the legislatures unless they where the planners of all of this.
