If they collect venom every day from thousands of snakes a day, every year for several 10s of years and are able to stabilize the venom to last 30 plus years, in a gell and freeze it or some other means, and introduce it into the water of some and not all municipal locations and test the waste waters of only those locations it was introduced, it is possible.
