My guess is the world knows exactly who is the culprit. Surveillance (satellite, oceanic, and other) would pick up and retrace the steps of any actor. It’s not so much a plot against nations as it is a plot against people, to affect their sentiment. It may also be a means to condition people for very hard times, and to press the message that everything is different now, and it will never return to being the same. I suspect the purpose is not to harden Germany or others in an anti-Russian position, though that may be a temporary reason. The ultimate purpose may be to turn Europe against America and heap more burning coals on America, to justify its coming destruction. Imho, we are so close to the end times, that the best current guess for the first seal is a Russian leader who goes out conquering and to conquer.
