DOCUMENTARY: THE WAR YOU NEVER SEE

A Film By John Pilger

In The War You Don’t See, John Pilger returns to the subject of war reporting and its critical role in the making of wars. This ‘drum beat’ was the theme of Pilger’s 1983 documentary Frontline: The Search for Truth in Wartime, a history of war journalism from the Crimea in the 19th century (‘the last British war without censorship’) to Margaret Thatcher’s Falklands War in 1982.

The War You Don’t See analyses propaganda as a weapon in Iraq and Afghanistan. The title refers to censorship by omission – ‘the most virulent form of censorship,’ said Pilger – and the collusion of journalists in nominally free societies such as Britain and the United States.

The film begins with shocking footage from Iraq in 2007. An American Apache gunship opens fire on a Baghdad street, killing in cold blood two Reuter journalists, along with Iraqi civilians. There is no provocation – the victims are unarmed. One of the Apache crew comments ‘Nice’ as he murders people at a safe distance. Titled ‘Collateral Murder’, the video was leaked to WikiLeaks by soldier Bradley (later Chelsea) Manning. 

‘Selling’ the 2003 invasion of Iraq is the centrepiece of Pilger’s film. The news media is exposed as a source of illusions, such as a non-existent link between Saddam Hussein and the attacks of 9/11. A CIA witness says the primary aim of intelligence supplied by the Pentagon is to manipulate public opinion. 

In a series of remarkable interviews, prominent journalists in Britain and the United agree that, had they and their colleagues challenged rather than amplified and echoed the deceptions of their governments, the invasion of Iraq might not have happened. 

Former CBS newscaster Dan Rather tells Pilger that ‘tough, digging, aggressive questions’ might have prevented the war, while Rageh Omaar, the BBC’s man in Iraq, says, ‘We failed to press the most uncomfortable buttons hard enough,’ and reporter David Rose – who campaigned in The Observer for the invasion – refers to ‘the pack of lies fed to me by a fairly sophisticated disinformation campaign’ and agrees that journalists are guilty of war crimes.

Perspectives such as these, coming from a notoriously defensive industry, are rare – as is the appearance of the editor-in-chief of ITV News and the BBC’s head of newsgathering, who defend an institutional bias, not altogether convincingly.

Previously unscreened footage shows a 2004 attack on the Iraqi city of Fallujah by American and British forces that left thousands dead. An independent American journalist’s report and photographs of mass graves never appeared in mainstream media. In occupied Palestine, reports Pilger, the intimidation and killing of non-Western journalists by the Israelis are seldom reported.

The War You Don’t See marks the rise of WikiLeaks, whose founder and editor-in-chief, Julian Assange, tells Pilger that his organisation gives ‘conscientious objectors’ within ‘power systems’ a means of informing the public directly, a landmark in journalism. 

‘The lives of countless men, women and children depend on the truth,’ concludes Pilger, ‘or their blood is on those of us who are meant to keep the record straight.’

LIFTING OF PROPAGANDA BAN

Named “The Smith-Mundt Modernization Act of 2012,” it completely lifted the long-existing ban on the domestic dissemination of US government-produced propaganda.

For decades, the US government had been allowed to produce and disseminate propaganda abroad in order to drum up support for its foreign wars but had been banned from distributing it domestically after the passage of the Smith-Mundt Act of 1948. However, the Modernization Act’s co-authors, Reps. Mac Thornberry (R-TX) and Adam Smith (D-WA, no relation to the Smith of the 1948 act), asserted that removing the domestic ban was necessary in order to combat “al-Qaeda’s and other violent extremists’ influence among populations.”

Thornberry stated that removing the ban was necessary because it had tied “the hands of America’s diplomatic officials, military, and others, by inhibiting our ability to effectively communicate in a credible way.” Yet, given that Thornberry is one of the greatest beneficiaries of weapon manufacturers’ campaign contributions, the real intent — to skeptics at least — seemed more likely related to an effort to ramp up domestic support for US military adventurism abroad following the disastrous invasions of Iraq and Libya.

# Five years later, the effects of the lifting of the ban have turned what was once covert manipulation of the media by the government into a transparent “revolving door” between the media and the government.

Robbie Martin — documentary filmmaker and media analyst whose documentary series,  “A Very Heavy Agenda,” explores the relationships between neoconservative think tanks and media — told MintPress, that this revolving door “has never been more clear than it is right now” as a result of the ban’s absence.

# In the age of legal, weaponized propaganda directed at the American people, false narratives have become so commonplace in the mainstream and even alternative media that these falsehoods have essentially become normalized, leading to the era of “fake news” and “alternative facts.”

Those who create such news, regardless of the damage it causes or the demonstrably false nature of its claims, face little to no accountability, as long as those lies are of service to US interests. Meanwhile, media outlets that provide dissenting perspectives are being silenced at an alarming rate.

THE EFFECTS OF LIFTING THE BAN EXAMINED

# Since 2013, newsrooms across the country, of both the mainstream and “alternative” variety, have been notably skewed towards the official government narrative, with few outside a handful of independently-funded media outlets bothering to question those narratives’ veracity. While this has long been a reality for the Western media (see John Pilger’s 2011 documentary “The War You Don’t See”), the use of government-approved narratives and sources from government-funded groups have become much more overt than in years past.

From Syria to Ukraine, US-backed coups and US-driven conflicts have been painted as locally driven movements that desperately need US support in order to “help” the citizens of those countries — even though that “help” has led to the near destruction of those countries and, in the case of  Ukraine, an attempted genocide. In these cases, many of the sources were organizations funded directly by the US government or allied governments, such as the White Helmets and Aleppo Media Centre (largely funded by the US and U.K. governments) in the case of Syria, and pro-Kiev journalists with Nazi ties (including Bogdan Boutkevitch, who called for the “extermination” of Ukrainians of Russian descent on live TV) in the case of Ukraine, among other examples. Such glaring conflicts of interests are, however, rarely — if ever — disclosed when referenced in these reports.
 

Commentary on the Smith-Mundt Modernization Act of 2012

Bureau of Global Public Affairs

In tandem with the repeal of the 1948 Smith-Mundt Act via the 2012 Smith-Mundt Modernization Act, the Bureau of Global Public Affairs (BGPA) announced its recent rollout during a C-SPAN-covered event on September 4, 2019.

The attendees, including a representative from Voice of America, and C-SPAN viewers learned that the Bureau of Global Public Affairs is a consolidation of Public Affairs and Public Diplomacy within the State Department.

The Assistant Secretary of State and Undersecretary for Public Diplomacy & Public Affairs, Michelle Giuda, presented on the merger, claiming it will work closely with its media partners as it ramps up its mission to “better communicate,” assuring the audience that it is “perfectly aligned with Smith-Mundt.” However, Giuda neglected to mention that Smith-Mundt as originally legislated, is no longer strictly applicable.

This new Bureau of Global Public Affairs is no small matter and its significance will only grow as propagandized newz proliferates and becomes the norm. It is the largest reorganization of the State Department in 20 years, according to Sim Farar, Chairman of the U.S. Advisory Commission on Public Diplomacy (USACPD). His Commission is tasked with submitting an annual comprehensive report that reviews over 20 state departments’ and other government agencies’ activities in international public diplomacy, including the broadcasting activities of the Broadcasting Board of Governors, and offers recommendations. Of the 122 recommendations since 2013, 55 percent have been implemented. One of those recommendations was the recent merger of the State Department’s Public Affairs with the U.S. Agency for Global Media (Public Diplomacy).

It is imperative for you to learn and share information on this new Bureau of Global Public Affairs because its activities include you, too. Follow it where you can, pay attention, and start connecting these very serious dots. This Bureau impacts many areas when it comes to public relations on behalf of government. 

There is a high probability that you have never heard of the Smith-Mundt Act of 1948 (SMA). Which would comport with not knowing (or caring) about the Smith-Mundt Modernization Act of 2012 (SMMA). Both these laws are critically important and impact your lives directly, so time to get up to speed.

The Smith-Mundt Modernization Act (SMMA) was buried in the 2012 National Defense Authorization Act for good reason – because it repealed the 1948 Smith-Mundt Act. The Smith-Mundt Act is also known as the U.S. Information and Education Act, which authorized the State Department to engage in propagandizing foreign countries as a form of public diplomacy.

The SMA established that via the Broadcasting Board of Governors (BBG), Voice of America (VOA), and Radio Free Europe (RFE), the U.S. State Department and Office of Public Affairs were authorized to disseminate propaganda to foreign publics, but were strictly prohibited from releasing that same propaganda in America for public consumption. Put simply, our government was permitted to lie to people in other countries, but not to us here at home.

This prohibition was lifted in 2012, when the SMMA was signed into law by President Obama, allowing the same propaganda disseminated by our government to foreign publics, to now be released in the U.S. for the very first time.

And yes, our government is also now allowed to create propaganda tailored specifically for U.S. public consumption, using any media as it sees fit, while remaining anonymous as the source of the material being reported.

This covert activity by our government’s state department (Public Diplomacy) and Public Affairs department can only occur with corporate media’s full complicity, for which it is well compensated, thanks to the tax dollars appropriated by the SMMA. It means that when our own government’s propaganda is presented to we the American people as news, we are none the wiser that it is scripted, orchestrated, and fully supported with the invisible USBS (United States BullS—) seal of approval.

The SMMA provides for ample funding for U.S. propaganda programming, incentivizing the corporate-media cartel to partner with the BBG for a new source of revenue to backstop its operational budgets that have been declining due to years of increasingly low ratings, social media competition, loss of relevance, and the public’s growing loss of confidence in media’s reporting veracity regardless of political affiliation.

The SMMA promotes unholy alliances between the U.S. State Department and America’s corporate media that unbinds reporters and news departments from the solemn responsibility to verify information.

Traditional “news,” based on reliable, verifiable fact-based evidence is slowly giving way to “newz” – an ersatz form of information dissemination via broadcasting and/or publishing that enjoys specialized immunity for libel, misinformation, false or fraudulent information, misrepresentation, and anything else previously prohibited by the SMA. If serving a national security purpose(s), the media cartel has a government-sanctioned license to lie.

UN Declares War on ‘Dangerous’ Conspiracy Theories: ‘The World Is NOT Secretly Manipulated By Global Elite’

The United Nations has declared war on conspiracy theories, describing the rise of conspiracy thinking as “worrying and dangerous”, and providing the public with a toolkit to “prebunk” and “debunk” anybody who dares to suggest that world governments are anything but completely honest, upstanding and transparent.

The UN also warns that George Soros, the Rothschilds and the State of Israel must not be linked to any “alleged conspiracies.”

The UN wants you to know that events are NOT “secretly manipulated behind the scenes by powerful forces with negative intent” and if you encounter anybody who thinks the global elite are conspiring to consolidate power and dictate global events, you must take action. 

According to UNESCO, “if you are certain you have encountered a conspiracy theory” on the internet then you must “react” immediately post a relevant link to a “fact-checking website” in the comments. 

(Never mind the fact that “fact checkers” are mostly untrained and unqualified hacks performing “fact checks” from the comfort of their bedroom in between posting far-left political content on personal blogs and getting high.)
