The White Hats could be in control of a lot, enough to be said to be in control, and still be unable to stop the chemtrails. One theory is that the chemical companies control the release of the chemtrails, instead of the government. The chemical companies have the problem, which is lots and lots of toxic byproduct chemicals. They can’t just release them like they used to do, into water such as oceans, rivers, etc. or landfills, because of government. So they release them from airplanes. According to this theory, the government has nothing to do with it.
It’s more cost effective for a chemical company to keep the solution within the company. No bribery payments that way.
